Dear Dr. Mancuso:
#
Your letter, addressed to Mrs. Lillian H. Frey of 326 Dover Street, Manheim, Pa., concerning the death of her husband, Harry F. Frey, has been referred to me for answer.
I represented Mrs. Frey in a compensation claim against Mr.
Frey's employer, Raybestos Manhattan. The record of employment
shows that Mr. Frey was employed from 1933 until the year of his -
death, 1961," by Raybestos Manhattan. "During this entire period
C he was employed in the textile portion of the industry. It is gen erally conceded, and was conceded in this case, that there was an
exposure to the hazard of asbestos in the textile portion of the
industry. During the latter part of his employment he was working
in a supervisory capacity but always in the textile portion of the
industry. Prior to 1933 the only employment I have been able to
discover was with the Bond Foundry and Machinery Company in Manheim
where there would be no exposure of this type.
-
The cause of death was carcinoma of the lungs caused by asbestosis.
Incidentally, I represented the first claimant in Workmen's Compensation in Pennsylvania to be awarded compensation under the Industrial Disease Act, where death was the result of carcinoma of the lungs. This case was in 1954 and since then compensation has
been awarded regularly in these cases. A jnat deal of the success
of our original case was due to the study and work of Dr. Ward M. O'Donnell, who is the pathologist at the Lancaster General Hospital. Dr. O'Donnell has made a study of the relationship of asbestos and carcinoma. If you are not already familiar with Dr. O'DonnelL's study, I believe that it would be to your benefit to contact him.
( In the Taylor case, Dr. Wilhelm C. Hueper, who was then chief

of the Environmental Cancer Section of the National Cancer Institute, testified that in his opinion cancer was caused by asbestos. I am sure that you are familiar with Dr. Hueper's work in this field.
If I can be of further assistance to you, please do not hesitate to get in touch with me.
urs very truly,
