ALONG WITH PROPOSALS TO ADOPT 1971 TLVs The Occupational Safety and Health Administration is studying the AFL-CIO's request for an emergency temporary standard for asbestos. Labor Assistant Secretary Georg C. Guenther said in a letter to George H. R. Taylor, executive secretary of the AFL-CIO Standing Committee on Safety and Occupational Health. The AFL-CIO had urged OSHA to promulgate an emergency standard governing the industrial use of asbestos. Acknowledging receipt of the letter, Guenther noted that the OSHA Office of Safety and Health Standards and the Office of the Solicitor are to make recommendations as rapidly , as possible. `I he National Institute for Occupational Safety and Health also has been requested to provide a status report on its asbestos criteria package. His letter follows: (OFFICIAL TEXT) This is in response to your letter of November 4 requesting die promulgation of an mergency temporary standard governing the industrial use of asbestos in accordance wuh section 6(c)(1) of the Occupational Safety and Health Act of 1970. Your request, the first under OSHA for an emergency temporary standard, reflects the growing recognition of the need for new efforts in the area of occupational health. As you know, I announced at the National Safety Congress in Chicago that OSHA is in the process of developing a new initiative with regard to occupational health hazards. This new clement of our overall program will be activated in the near future. You should also be aware of the fact that for some time OSHA's office of Safety and Health Standards has been preparing a proposal to adopt the 1971 ACGIH'TLV levels, in cluding their newly recommended level for asbestos of 5 fibers/ml on a time-weighted basis and a ceiling value of 10 fibers/ml for a 15-minute period. This proposal is present ly in the final review stage. * The following actions are now being taken with regard to your request: 1. The OSHA Office of Safety and Health Standards and the Office of Solicitor are studying the request and will make recommendations to me as rapidly as possible. .2. I have today written NIOSH requesting a status report on their asbestos critcrial package and their recommendations. In response to your further request, a meeting with you and appropriate staff will be scheduled within 30 days. This letter acknowledges receipt of your request.
