Vista Chemical Company does manufacture methyl chloride. A recent technical bulletin regarding the safe handling of this product is enclosed. Vista Chemical Company does not manufacture or supply ethylene oxide. We use the chemical in one of our manufacturing processes but purchase that chemical from the merchant market. PO Box 19029 15590 Barkers Landing Pd, Houston, TX 77224 Dear Sir/Madam: The New Jersey Department of Environmental Protection (NJDEP) is proposing to implement the Toxic Catastrophe Prevention Act (TCPA) which became effective on January 8, 1986, The TCPA was adopted by the Legislature during a period of public concern for its safety created by the catastrophic event in Bhopal, India as well as releases of hazardous substances in New Jersey in 1984 and 1985. The regulation applies to facilities which use, store, handle or generate certain Extraordinarily Hazardous Substances. In order to evaluate risk management practices at the regulated facilities, the NJDEP is utilizing the extensive experience of the personnel who were hired specifically to implement the TCPA program. This includes experience with manufacturing, engineering and construct ion contracting firms. Additionally, the NJDEP has consulted with representatives of government agencies, universities, manufacturing firms and consulting firms and reviewed technical literature. In order to ensure thoroughness, the NJDEP is also requesting industry leaders in the manufacture and/or supply of these substances to provide information on recommended loading/unloading procedures, required materials of construction, safety and handling practices, conditions to avoid and any other pertinent literature specific to state-of-the-art handling of Extraordinarily Hazardous Substances. In an effort to establish a data base, your cooperation in supplying the above mentioned information for the following substances would be greatly appreciated.
