Dear Mr. Parks s Enclosed is a report on conditions, and recommendations for correction, at a number of your mixing plants, which has just been re ceived from Dr. Xehoe, ' I would also like to have y o u refer to Dr. Xehoe* s letter to you of September 21, 1927, wherein he presents what I consider adequate reasons why every reasonable step should fee taken to have the mixing done at all points in the most approved manner, namely, that of the eductor system, which without any doubt comes nearer than ary other to reducing to a minimus any and all hazards associated with the business of mixing E & H L fluid with gasoline. In view of the conditions which are mentioned in Dr. Kehoea report and his knowledge of the subject, it would seem to me an invitation for trouble to continue apparatus which undoubtedly allows significant amounts of lead vapor to be thrown off in the atmosphere breathed fey workmen. The du Pont Company with all their experience in the chem ical industry have thought so highly of Sr. Xehoe*s ability in respect to tide particular subject that they engaged his services at the time they resumed operations in their lead plant and have strictly followed his advice ever since retaining him in a consulting capacity} sad we believe that in a large measure the successful operation of that plant - without a single case of sickness for the past two years - is due to the enforcement by the du Pont Company of the rules and regulations which have been put into effect by Dr. Xehoe. The next most important hazard after that of the manufacture of tetraetiyl lead is the mixing of it with other ingredients to make ETHIL fluid. This is done at a plant adjoining but not connected with the lead plant, where employees of the du Pont Company and this company work together. This plant was designed, so far as any hazards were concerned, fcy Dr. Xehoe, and I am pleased to report that since it has been in operation there has not been a case of poison ing. The next i n point of hazard is that of mixing the XTHTD fluid with gaso line by customers at bulk mixing points and of coarse is the one in which you are immediately interested. Dr. Xehoe has had experience with every type of mixing and is highly pleased with the eductor system when constructed according to a plan which has met his approval and is operated according to the rules which K 0 0 0 126 1 Ur. X am glad to report that this phase of the business has been handled in a very satisfactory manner - there being no significant cases of poisoning other than a few borderline cases which he has found in connection with son of your plants* These were brought to your attention at our recent interview in Chicago. With these facts before us we feel amply justified in asking your earnest cooperation with us in the carrying oat of fir. Kehoe1s suggestions. Obviously with a situation of this kind, time is of impor tance, as to delay may be flirting with trouble. Kehoe I feel sure neither you nor X wish to assume the personal responsibility for the failure to correct conditions which may result in serious injury to one or more of your employees, particularly when they can be obviated.
