CHEMICAL MANUFACTURERS ASSOCIATION August 13,1995 Dear Vinyl Chloride Transportation Committee Members: The following items are enclosed to help you prepare for the August 18,1995 Committee meeting: 1.0 agenda for the August 18,1995 meeting. The meeting will start at 8:30 a.m.; 2.0 August 9,1995 letter to DOT-petition for rulemaking to add provision regarding marking of rail tank cars in VCM Service; 3.0 information on the committee activities with respect to standardization of manway cover plates used on newly constructed vinyl chloride transportation rail cars; 4.0 May 1,1995 letter from OSHA clarifying response requirements for workers who are actively conducting operations in atmosphere that are immediately dangerous to life and health; and 5.0 information that currently exists in the VCNet operation manual. Please revise this information as appropriate and bring to the meeting. To date, Ludwig Benner has received the 1994 vinyl chloride rail car transportation information from Geon, Oxychem and PPG. The remaining company representatives should check on the status of the report to Mr. Benner prior to coming to the meeting. George Marshall should bring to the meeting several disks to distribute to committee members for collecting vinyl chloride railcar information, if he has not already distributed them. Gerry Jordan should communicate with CHLOREP on the VCNet presentation at a 1996 CHLOREP workshop. Vergel Perry and George Marshall should coordinate their report to the Committee on vinyl chloride safety video script.
