How th e re i s a v ery narked tendency o f employees who a re expfefled to d u s t o th e r than s i l i c a d u s t to b rin g damage s u its a g a in s t t h e i r em ployers, a lle g in g pulmonary in ju ry and t h i s s ta t e o f a f f a i r s has pro-"'' g re sse a to a p o in t where whole in d u s trie s a re in a tu rm o il, handicapped on the^_ one hand by la c k o f d e f in ite knowledge o f th e a c tio n o f these du ets on the lu n g s; and on th e o th e r by th e inadequacy o f th e law to p ro te c t them. The M etropolitan has .had a co -o p erativ e agreement w ith th e P ublic H ealth S erv ice (form erly w ith th e Bureau ,o f , Hines) to c a n y on d u st s tu d ie s . As th e budget was o r ig in a lly s e t up fo r. th e P ic h e r C lin ic , th e mine o p e r a t o r s ^ (Group p o licy h o ld ers) co n trib u ted 16,000 a y e a r, th e Government $8,000 a yearpjj and th e M etro p o lita n 8,000 a y e a r. L a te r when,th e P ic h e r C lin ic was tu rn e d ; over to th e o p erato rs, our re la tio n sh ip w ith the Public Health Service continue Both we and th e P u b lic H ealth Service c o n trib u te $8,000 a year' fo r c o -o p erativ e] dust studies. L a s t y e a r , th i s o ff ic e was in stru m e n ta l in g e ttin g both the A sso ciatio n o f Stock C asualty Ccmapnies and th e A sso ciatio n of Mutual C asualty Companies each to c o n trib u te $5,000 a y e a r. The o b je c t o f th ese s tu d ie s , p a r tic u la r ly a t Saranac, has been to in crease our knowledge o f the action of s ilic a dust in the body, i t s re la tio n a h i| to tu b e rc u lo sis, end th e determining o f methods o f prevention and c o n tro l o f th e s i l i c a d u st h azard . For several y e a rs, th is Section has been engaged in f i e l d s tu d ie s designed to determ ine th e scope, s e v e rity , and th e hazard frern s i l l - ' ca dust and o th er' d u sts in in d u s tria l p la n ts . Host of these stu d ie s have been r e s t r i c t e d to th e p lo n ti o f Group p olicyholders in accordance with our declared p o lic y . Tfhere s tu d ie s have been made on an in d u stry wide b a s is , they have in -, eluded p la n ts n o t covered t y Group in su ra n ce . I might mention, fo r in sta n c e , th e study o f th e fo u n d rie s in W isconsin and th e p relim inary a sb e sto s stu d y . The I n d u s tr ia l hygiene S e c tio n i s now engaged i n completing th e f i n a l study cc as b e sto s and w i l l th e n ta k e up th e ceramic in d u s try in New York S ta te .
