This confirms that Travelers will proceed on the scheduling of
visits in accordance with the dates transmitted to you in my
memo of 3/15/71, with the exception of a few changes which have
been agreed to with the locations involved.
.
The question of security and what information we should divulge always enters the picture and we want to take this opportunity to suggest some guidelines, as followst
1. We recommend being as open with information as possibis.
2. v# see no problem with handing cut plot plans cr simplified blocfc flow diagrams, or assisting the Travelers man in pre paring the latter. However, we do not recommend handing out detailed flow diagrams - nor do we visualize Travelers' need
for them.
3. If specific pressure, temperature and flow rates cr other data are considered classified we suggest that relative information, such as ranges of pressure, etc., be substituted.
4. Information on the hazardous properties cf classified materials should suffice as a substitute for the specific
names cf the materials.
5. Should Travelers insist on an answer that plant personnel art reluctant to give, Travelers can submit that question
in writing it Mr. ft. B. Chapman if it is thought to be pertinent to the evaluation cf a loss potential.
Reviewing these 7jidelir.es with the Travelers representative at the start cf the plant review might serve to clear the air and forestall any problems regarding security cf information.

Most U. S. and Canadian locations have now had a visit from a loss prevention engineer representing Travelers Engineering Department (in a few cases a tea,-?, of several specialists made the visit). The visiting engineer has sent each of you a letter confirming various recc.tn.endations cade at the tine of his visit.
Since service engineering visits will probably be er. the order ef once a year or even less, the service engineer should have feedback cn his recommendations at an earlier date than his next visit. You should advise the local Travelers service engineer of the disposition of his recomrenditions within 30 to 60 days after his visit.
Travelers' recocrtendatior.s are not aandatory. Many appear to be stall items that can be taken care ef easily. You will probably advise the service engineer cn these itana and others you agree with that they are done or are being done and will be completed by sorts named date.
Or. reccecendations you disagree with and do not intend to da, say so and tell the representative why.
Other recommendations cay involve study and evaluation to obtain estimates of costs, to appraise risk exposures, to consult with S4PP cr ether people regarding the rcemmsndaticn, etc. In these cases you should advise the engineer that their recommendation is under study. Re will keep this on his list as an open itea for follow-up nr. til an ultimate acceptar.ee er rejection is decided.

A written reply to the service engineer is desirable; how
ever a call to a local man will suffice if this is more
convenient. SAP? is also interested in the disposition of
recommendations, but we can wait until our next visit for
a bring-up. I an sura we will hear from Travelers'
engineering organization where they seriously disagree
with our rejection of something they feel is an important
recommendation.

SAP? will assist you, on request, in evaluation of recom mendations you are in doubt about.
