PARTAIN CHEMICALS 4 PIGMENTS BRANDYWINE 16254 CASAC MEETING ON AIR QUALITY CRITERIA FOR LEAD - TRIP REPORT I attended the meeting of the Clean Air Scientific Advisory Committee (CASAC) of EPA's Science Advisory Board on March 11-12, 1986 and presented public comments (attached) on Du Pont's analyses of the blood pressure-blood lead (BP-BPb) association reflected in the draft Addendum. The oral comments were drawn from the written comments, which you previously received, prepared by 3ack Pierrard and myself on the Addendum. The meeting agenda and list of CASAC members are attached. The purpose of the meeting was for CASAC to review the February 1986 Addendum to the Air Quality Criteria Document for Lead, which is based on recently published information relating blood lead to blood pressure and stature; and, to review the Lead Staff Paper, which is intended to evaluate and interpret the most critical scientific and technical information from the Criteria Document leading to a revision of the National Ambient Air Quality Standard for Lead. Our comments discussed at the May 9, 1985 CASAC Meeting were well received and led to relegation of the BP-BPb discussion then in the Corrigenda to an Addendum subject to review of Du Pont's comments. Our oral comments on March 12, 1986 were mainly directed at the EPA initiated review process on our analyses of May 9, 1985. Not unexpectedly, we were unable to achieve our ultimate goal, deletion of the Addendum. However, our comments and presence were felt. Dr. Ware, CASAC statistical consultant, acknowledged the importance of the issues raised by Du Pont and the results provided, stated he was not persuaded that a BP-BPb association exists by the evidence at hand, and recommended more work should be done to resolve the significance and magnitude of the BP-BPb association with Du Pont's involvement. We also received support from other members of CASAC as well as support in writing by other statisticians reviewing EPA's analyses and Du Pont's. My 15 minute presentation extended to 45 minutes with discussion. The important benefit of our comments and participation is that C. G. A transcript of the proceedings has been requested for future reference. CASAC was extremely critical of the Staff Paper and requested major revisions. Some favorable comments were expressed on the probability risk assessment material. Dr. Gale Hoffnagle, TRC, presented public comments for Lead Industries Association on Exposure to Airborne Lead From Stationary Sources; An Evaluation of Proposed National Ambient Air Quality Standards for Lead. Included in this report is a cost-benefit analysis on compliance costs for the TEL facility at Chambers Works for meeting a 0.5^g/nr standard. Compliance costs are estimated at $6.5MM opposite benefits of $63M. Follow-up to this meeting is as follows; o CASAC requested that EPA revise Addendum to more fairly present scientific findings in time for CASAC meeting in April 1986. Then CASAC will be prepared to close on both the Criteria Document and the Addendum for publication and distribution. This time frame, if met, precludes any further resolution of the issues raised by Du Pont. There will be no public review of this Addendum revision. o Another draft of the Staff Paper is required and CASAC will meet to review it. A public comment period probably will occur, although it was not mentioned specifically. o Revised primary and secondary National Ambient Air Quality Standards for Lead are expected to be promulgated in mid 1987. There are a variety of future activities that Jack and I perhaps should be involved in. These include; o Comments on Current Staff Paper due May 1986. o Comments on revised Addendum. Although this will not be available for public review, I requested. Dr. Grant, ECAO Director, send me a copy of this revision. If a balanced view of BP-BPb is not given, it will be critical to respond in time before CASAC closes on the Addendum. This would be our last chance to impact on it. o Dr. Grant and Dr. Lippman will ask for Du Pont1s involvement in a process to resolve the magnitude of the BP-BPb effect, if these effects are to be used by OAQPS in assessing cardiovascular risk. o Don Diggs and others have strongly suggested we publish our results refuting the BP-BPb association portrayed in key papers of Harlan, et al (1985) and Pirkle, et al (1985). o There undoubtedly will be a comment period on the next revision of the staff paper.
