Washington, D.C. 20005 Dear Mr. Brown: I have noted that the NPVLA has taken a position in support of the recent move by the Department of Health, Education and Welfare to reduce the allowable concentration of lead in the dry film of interior paints to 1/2%. The Lead Industries Association has also taken a similar position. However, we have noted that in the Federal Register of Tuesday, November 2, 1971, another proposal was published which would ban all but a trace of lead from any paints which are "intended for interior or exterior use, and packaged in a form suitable for use in the household as defined by Section 191.1(c)".
