Per our discussion last week here are EPA's comments on the Senator's draft SRF-WIFIA legislation. Unfortunately we discovered that because of how scoring and subsidy calculations work if you set the rate at half the Treasury rate it will drive the subsidy calculations so high that you will get much lower yield of infrastructure than what you were seeking -- probably in the $5billion range. If you have any questions we would be happy to provide additional assistance.
