I fully appreciate the point raised in your letter of May 23th and would certainly not expect you to put your name to any regulations issued by us which conflicted with those issued under your name in the United States. . As mentioned in my cable, I have been most anxious to carry our oil company friends with us in this matter since I believe this to be important. The compromise which you have been kind enough to accept has, I think, accomplished our purpose.
