Attached ia a copy of the operational procedures, recommended by the Industrial Hygiene and Safety Group of AT&T Bell Laboratories, to be followed when removing asbestos in the work area. These procedures supercede all previously issued memorandums or operational procedures. Supervision is responsible for the protection of/and notifying their employees of the possible health hazard due to the exposure to asbestos fibers. Periodically, air samples are taken from the work area and analysed for the exposure contaainant levels. Me have yet to record an exposure level anywhere near the Permissible Exposure Limits (PELS). You will be kept abreast of any changes in regard to the EPA asbestos regulations. Att. As stated Copy (with att.) to A. R. Atwater w. B. Banks w. S. Bergin L. J. Cordes J. Bendrych T. S. Handsel J. All procedures must be la compliance with OSHA and EFA regulations. A member of management must b* designated as aa aabastos program manager and given responsibility for dirteeing, managing, and imple menting work practice and general control procedures. Engineering or work practice controls aust be utilised to caaply with the permissible exposure liait specified by OSHA. Whenever possible, dis ruption of tha asbestos-containing aaterials aust be minimised. Mhaa feasible, wet methods of handling asbestos-containing aaterials are recommended. In some applications, wet methods are not appropriate and use of a high efficiency particulate (HERA) filter is preferred. A vsewa equipped with a KEPA filter aust be available and used to clear adjacent areas of asbestos-containing debris, remove any debris from work clothing and clean surrounding areas after completion of job. Caution signs should be posted on the vacuum as follows: CAUTION Contains Asbestos Fibers Avoid Cresting Dust Breathing Asbestos Aist Nay Cause Serious Bodily Bara A routine maintenance and inspection program should be established to assure integrity of containments, for example, hung ceiling structures, throughout the cooler. Whenever possible, work involving handling or disruption of eabestoseoBtainlng material occupied areas should be scheduled out of hours. To the extant possible raentrainannt of asbestos fibers onto the re turn sir should be minimised by - isolating area from return air planum - blocking off return air vents - Aatting down EVAC System in and around work area A notification or permit system should be developed for entry into containaanta, for example, hung ceiling structures. Representative end Routine Monitoring must be conducted toi a. establish range of exposures during work in hung ceilings and other tasks involving handling or disruption of asbestos-con taining materials b. determine fiber concentrations in surrounding areas during hung ceiling work LLA 000810 -2- c. determine ambient fiber concentrations in building subsequent to major building changes (e.g. construction and renovation activities) d. establish compliance with QSHA regulations. Hadleal lurveil lance must be provided for employees involved in work requiring handling and disruption of asbestos containing Materials. These requirements may be modified if exposures do not exceed the OSHA action level of 0.1 fibars/cm^. Medical surveillance requireaents include a. Preplacsaent, annual examinations, and examinations at termina tion of employment Bust be provided. Theae aust include cheat roentgenogram, pulmonary function, medical history, and physicians examination, and an assessment of suitability for respirator use, as appropriate. b. Medical records aust be retained by employers for at least 20 years. Personal Protective Equipment - Since monitoring data for personnel involved in work with esbestoe-containing staterials art not currently available, the following precautions aust be provided iaaediately. a. Disposable single-use respirators with s protection factor of S should be made available (respirators should display MlOSH approval). b._ Disposable fire-retardant, protective coveralls and bead coverings should be provided for each eeiling entry or asbestos handling activity. Mhols-body coveralls should be secured at slmeve and ankle openings with tape or elastic. Housekeeping most be conducted so that all external surfaces are main tained free of aceumulation of asbestos fibers. A i mil plastic sheet should be placed on floor beneath work area. A vacuia equipped with a BPA filter moat be available and used to elaar adjacent areas of asbestos containing debris, remove any debris from work clothing and clean surrowdlng area after cce^lstion of job. Depending on the scope of work, the area must be isolated from surround ing occupied areas and access to the work area must be restricted. At a minims, peasants within a S a (20 ft.) radius of the workaits should be relocated until the job is complsted. Training A comprehensive training program must be initlsted for personnel re quired to work with asbestos containing materials and their supervision. Training must include i LLA 000811 3- 1. the nStUXS and hazards Of SBbtttOS 2. proper use of respiratory/protective equipment 3. soft work prsetless/enginssring controls Annual refresher course* of shorter duration oust be provided, and periodic training programs oust be available for new t^loyess. aty* Education Additionally, to affect the overall education effort for the general population, 6ro9 Supervisors need to be trained in a brief session to gain proper perspective of safety procedure* when asbestos work occurs, and to understand their responsibility in disseainating this infers*tion to the general population. To seat the influx of new esployees, periodic training and education should be provided. Accords should bs eainteinsd documenting ill training and aducational activitlaa and e^loyss participation. Biapoaal Aabestos-baaring wasta including contaainatad protactivs gear should bs traasportsd in ssalod isparesabl* bags or etbar cloaad iapsrnsabl* cwtalaers and lab*lad with caution signs dascribod abovs. tutorials should be wetted prior to contaiaeent end dispoesl (E?A recoesssnds use of eeelable plestie begs with i i sil ainlaue thickness). Oispbsel oust be in secordanee with federal, state, end locel rsgulatione, including 40 OPA 1 Rational Baiasion standards for Asbestos. tata regulations require that eabeatoe wastea generated from Piscatawey Township oust be landfilled et the Industrial Land Aeelaimiag (ILA) facility in Edison Township.
