Sanborn visited the Jerry Langley Oil Company, LLC oil and gas facility located at latitude 33.346447 and longitude -92.791775 near Smackover, Arkansas on 11/05/2019 for an unannounced inspection. There were no representatives of Jerry Langley Oil Company, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION This facility is a tank battery located on the Fagg lease. Section II - OBSERVATIONS During the inspection, I observed that the secondary containment area berms had a drain pipe located within it and it was leaking. I saw some oil inside the containment area during the inspection. The secondary containment berms were inadequate to provide secondary containment. Section III - AREAS OF CONCERN The secondary containment was not adequate and oil staining was present during the inspection. A drainage pipe was present during the inspection in the secondary containment berms. Section IV - FOLLOW UP EPA water enforcement will conduct a follow up inspection in approximately 6 months.
