Mr. Mike Kerlegon and Mr. Richard Wagner will follow-up on the execution of the VCNet Policy Statement and Agreement within their companies. Each Panel member was asked to follow-up on the status of the 1992 Panel commitment form within his company. 2.0 Dr. Has Shah distributed copies of letters that were sent to prospective Panel members. Dr. Shah reported that JTS, Inc., has joined the Panel as an Associate Member, and MAXROY has not yet responded to the Panel's invitation to become a member. Mr. Burley Melton will contact Westlake Corp. to encourage them to join the Panel. The following Panel members will contact VCM users to cneck on their status as potential Panel members: a) John Coburn - MAXROY, Mitsubishi, and Vulcan; CMA 111752 ROM Vinyl Chloride April 7, 1992 Page 2 b) Gerry Jordan - Certainteed; c) Vergel Perry - Goodyear, Kaiser, and Shintec; d) Frank Sollman - Union Carbide; and, e) Richard Wagner - Vygen. 3-0 Mr. John Kllmavicz and Mr. Wagner will draft detailed CHEMTREC activation guidelines and instructions. All Panel members should provide 'their input to Mr. Klimavicz as soon as possible. The guidelines also will include criteria for contacting "for-hire" contractors and company response team emergency telephone numbers. Mr. Klimavicz will send the draft guidelines to Dr. Shah for Panel distribution, and, following the Panel comments, to Mr. Craig Tautfest for review. The detailed guidelines will replace the earlier, brief guidelines given to CHEMTREC. 4.0 Mr. Ludwig Benner reviewed the VCNet routing map with Panel members. Events Analysis can provide the Panel with the following services: a) periodic update of routing map; b) periodic update of community response capabilities; and, c) overlays highlighting specific map elements. At the Panel's request, Events Analysis will make the following changes to the present map which will be given to CHEMTREC: a) include the UP symbol on the map legend; b) make the first two symbols in the legend more distinguishable; c) note on the map that EMTECH has transfer and capping capabilities in the Houston and Dallas/Fort Worth areas; and, d) include all emergency response numbers on the map. The Panel identified areas on VC routes that need response team coverage. Areas, assigned by the Panel Chairman, include the following: a) St. Louis, MO to Little Rock, AR - Frank Sollman; b) Shreveport, LA to Deer Park, TX (1/2 way) * Gerry Jordan; c) Conway, PA to Harrisburg, PA - John Coburn; d) Fort Wayne, IN to Niagara Falls, NY - Frank Sollman; e) New Orleans, LA to Pensacola, FL - John Klimavicz; CMA 111753 ROM Vinyl Chloride April 7, 1992 Page 3 f) Oklahoma City, OK to Texarkana, TX ("eyes and ears" only at Vista plant) - Mike Kerlegon; g) Kansas City, MO to Texarkana, TX - Mike Kerlegon; h) Pine Bluff, AR to Texarkana, TX - Vergel Perry; i) Hammond, LA to Aberdeen, MS - Burley Melton; and, j) the state of Mississippi ("eyes and ears" only at Vista plant) - not assigned at present. The Panel members assigned above will send suggestions for coverage of these areas to Dr. Shah. 5.0 The Panel reviewed EMTECH's proposal as a "for-hire" contractor for VCNet. Mr. Frank Sollman reported that the EMTECH proposal was incomplete. Dr. Shah will request a full proposal from EMTECH. Mr. Sollman will mark-up the CHEMNET "For-Hire" contract agreement for VCNet contract candidates and send the document to Dr. Shah for Panel review. The contract will include a schedule of charges for 2 tier response capabilities: (1) eyes and ears only, and (2) hands-on. Mr. Sollman also will prepare a list of questions to clarify the Panel's understanding of EMTECH's response capabilities. Dr. Shah will coordinate review of the draft agreement and the questionaire with Mr. Tautfest, 6.0 Mr. Coburn reviewed the March 26-29 Lamar University training workshop critiques with the Panel. The Panel agreed to allow a non-industry-affiliated individual to discuss health effects at any future workshops. Mr. Tautfest will review the VCNet training manual and provide his comments to the Panel. The Panel agreed to consider future workshop sessions to be held in the Fall of 1992. Each Panel member was asked to review the Lamar University training manual and send reproducible copies of the materials to Dr. Shah. Mr. Sollman will send the original Enviro TIPS on Vinyl Chloride prepared by Environment Canada to Dr. Shah. Mr. Coburn will continue to be the point-man for workshops in Burlington County, NJ. Mr. Melton, with input from Mr. Vergel Perry, agreed to be point-man for a workshop in Point Comfort, TX. Mr. Coburn and Mr. Perry will check into the possibility of a workshop in Baton Rouge or Plaquemine, LA. 7.0 The Panel reviewed video footage filmed at the Lamar University workshops. Due to financial constraints, the Panel postponed discussion of a VCNet video until a future date. 8.0 Mr. Tautfest reviewed the Federal Register notice on the Occupational Safety and Health Administration's proposal to accredit training programs. Mr. Tautfest will follow-up on any comments filed by interested parties in response to the notice. CMA111754 ROM Vinyl Chloride April 7, 1992 Page 4 Dr. Shah will follow-up with Ms. Alma Howard of CMA to see if the Association filed any comments with OSHA. 9.0 Mr. Melton will draft a letter to OSHA requesting a clarification on the procedures for personnel entry into incident areas with more than 36,000 ppm VC concentration. Dr. Shah will distribute the draft to the Panel for comment before submitting the letter to OSHA. 10.0 Time tables for the VCNet program were constructed by the Panel (See attachment). 11.0 Dr. Shah distributed and discussed the Panel financial statement. 12.0 The Panel agreed to meet in late August. 13.0 The meeting adjourned at approximately 3:00 p.m. Subject to Approval April 17, 1992 Hasmukh C.
