A copy of the inspection report is included as an attachment to this letter. Specific comments / questions, informed by the inspection, are as follows: 1. Please describe and provide a diagram of the discharge location of drainage entering all of the Facility's catchbasins on the site, including but not limited to, one in front of the washing shed, one at the northeast corner of the large storage building, and one in the large parking lot. If any of the drainage conveyance paths include pollution control measures of any kind, provide an explanation and or documentation of such measures. 2. Federal Oil Pollution Prevention Regulations, at 40 CFR Part 112, apply to facilities with a reasonable potential to discharge spilled oil and aggregate above - ground storage capacity of 1,320 gallons in containers of 55 gallons or more, including empty portable containers such as oil totes. Your facility appears to be above that threshold and with a reasonable potential for discharge. Either submit a Spill Prevention, Controls and Countermeasures plan as required by the regulations, or provide photographic documentation to demonstrate a reduction in storage capacity below the threshold.
