Section I - INTRODUCTION
Slant Operating, LLC / Waggoner EEE Lease Inspection Date: 02/25/2020
PURPOSE OF THE INSPECTION EPA Region 6 inspectors Jeanne Eckhart and Kayla Woods visited the Slant Operating, LLC oil and gas facility located near Electra, Texas on 02/25/2020 for an unannounced inspection. There were no representatives of Slant Operating, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility was located on the Waggoneer EEE Lease and is a tank battery with four storage tanks on site. There were 2 oil storage tanks and 2 produced water storage tanks.
Section II - OBSERVATIONS I observed that the oil storage tanks had a secondary containment that was inadequate due to fluids being in the secondary containment area, including oil. I saw that the produced water (brine) storage tanks also had inadequate secondary containment around the storage tanks and brine pump due to fluids also being in this containment area.
Section III - AREAS OF CONCERN There were fluids inside the secondary containments, including oil and produced water.
Section IV - FOLLOW UP EPA water enforcement will refer this facility to EPA Region 6 SPCC program.
