Duane Easley, representing Calgary Energy, LLC was present during the inspection. This was an EPA follow-up inspection in response to a National Response Center Spill Report (NRC No. 1357149) which was received by EPA Region 6. The initial spill inspection was conducted by EPA on 01/09/2023. The purpose of the follow-up inspection was to observe any progress which may have been achieved by Calgary Energy, LLC in reducing pollution impacts to waters along the impacted tributary. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There was no other federal, state, or local agency representative present at the time of the inspection. FACILITY DESCRIPTION EPA conducted a follow-up inspection at the Calgary Energy, LLC, Tidal Osage Lease where a 4-inch diameter steel/chrome injection line failed, releasing produced saltwater to the land, the spilled saltwater ultimately flowed South into a nearby unnamed tributary of Little Hominy Creek. The NRC Spill Report stated approximately 175 barrels of saltwater was released. The injection line was connected to two separate saltwater pumps in addition to multiple saltwater injection wells. Section II - OBSERVATIONS I observed portable generators and a submersible pump along the main channel of the impacted tributary, see Appendix 1 (photo log) photo No. 1 (GPS 36.538443, -96.415749). At the same location I observed and elevated TDS field reading of 91,953 mg/L (photo No. 2), this was the highest concentration observed during the inspection. I observed 2 portable trash/transfer pumps which had been used to removed impacted waters from the tributary. See photo No. 3 (GPS 36.538154, -96.415099). At the same location, I observed and elevated TDS field reading of 58,256 mg/L, see photo No. 4. I observed 2 bobtail vacuum trucks which were being used to removed impacted waters from the tributary, see photo No. 5. I observed an elevated TDS field reading of 47,450 mg/L (GPS 36.537482, -96.414324) along the impacted tributary. See photo No. 6. 2 Calgary Energy, LLC / Tidal Osage Lease CWA Inspection Date 01/13/2023 I observed a transport truck and frac tank which were being used as part of the clean-up operation, the frac tank was located at the same location as the temporary containment dam. At the same location (GPS 36.537204, -96.413103), I observed and elevated TDS field reading of 11,562 mg/L. Overall, I observed a reduction in TDS levels along the impacted tributary when compared to the initial inspection. All TDS field readings were taken with a properly calibrated YSI Pro 30 conductivity meter. Section III - AREAS OF CONCERN During the closing conference with Duane Easley, representing Calgary Energy, LLC, I noted my primary areas of concern. Calgary Energy, LLC should continue removing elevated TDS waters from the impacted tributary. The flowpath from the release point to the point of entry should be cleaned. Cleanup activities should continue until background TDS readings are observed along the impacted tributary. Section IV - FOLLOW UP After exiting the facility on 01/13/2023, I received weekly calls from Blaine Haag and Duane Easley representing Calgary Energy, LLC, where they provided progress updates related to cleanup activities. I also received multiple calls from BIA Field Inspector, Mike Perrier, updating cleanup activities and progress. EPA Inspector will continue follow-up phone calls and additional site visits until the impacted tributary is restored to background TDS levels.
