Dear Bob, Wei have received disturbing information to the effect that proposals by Japanese interests for the re-establishment of T.E.L. manufacture in Japan are under serious consideration. Further, we understand that these proposals are receiving the encouragement of the Economic & Scientific Section of S.C.A.P. Wei also understand that Ethyl Corporation has been approached to participate in a joint venture. Until quite recently S.C.A.P. officials were firmly of the opinion that'Japan should not be permitted to manufacture T.E.L. and instructions were given to dismantle or convert plant and equipment remaining undamaged at the end of the war. Frankly we cannot unierstand this reversal of policy which, to us, seems quite extraordinary in view of the fact that T.E.L. is treated by the United States Government as a vital material. However, that is by the way, but we thought you would like to know about this in view of the fact that the operation of the former manufacturing plants in Japan left so much to be desired, and perhaps it is not too much to assume that the re-establishment of T.E.L. manufacture in Japan might bring about a repetition of similar unsafe practices.
