THE EMERGENCY ASBESTOS STANDARD is struck down by the U.S. Court of Appeals for the Fifth Circuit, which finds that the Occupa tional Safety and Health Administration failed to show a "grave" risk to workers, or that emergen cy action,was "necessary" as that term is defined in the Occupational Safety and Health Act (p. 1123) ... The Asbestos Information Association says it is "pleased" that the standard was de
