The 32 - 38 give information about production, sale etc. Basically, importers, dealers and usors need approval from the Department of Health etc, to buy, sell or use the products which are listed as toxic etc. Further, there are labelling requirements. In the executive order, 1 says: "These rules regard toxic in gredients for technical and other non-drug use. All products listed and all products containing these are to be regarded as toxic ingredients. The list of toxic ingredients is a part of this executive order. Also other compounds and products are regarded as toxic ingredients if their toxic properties are of the same class as the products named in the list." This list contains many products, even more products are not on the list.
