Attentionr Mr, P.J.A, Marsh
Dear Sirs,
Ret VPCB - NORWEGIAN GOVERNMENT ACTION
We have received your letter of August please find:
"Lov av 2o.6.1964 om legetnidler og gifter med videre"
(Law on toxic ingredients, drugs etc.)
"Forskrifter av 19.2.1965 om gifter" (Executive order on toxic ingredients)
In the law, 2 defines the area and sayst "The King gives executive order about what shall be reckoned as toxic ingredients and health-endangering compounds".
The 32 - 38 give information about production, sale etc. Basically, importers, dealers and usors need approval from the Department of Health etc, to buy, sell or use the products which are listed as toxic etc. Further, there are labelling requirements.
In the executive order, 1 says: "These rules regard toxic in gredients for technical and other non-drug use. All products listed and all products containing these are to be regarded as toxic ingredients. The list of toxic ingredients is a part of this executive order. Also other compounds and products are regarded as toxic ingredients if their toxic properties are of the same class as the products named in the list."
This list contains many products, even more products are not on the list. Quite a few of these products are extensively used, We sell some of them and we never knew about the toxicity require-
ments before we saw this list. Ve are sure our cust^rne^^w

Att. Mr. D.S. Cameron.
re PCB / Norwegian Government Bction Your telex today
We have contacted the Health Authorities about this and have received the following answer from the "Sosisldepartementet" (Department for Health and Welfare).
fpBased upon recommendation given by among others the guiding
council on drugs and toxic ingredients of our department, it is clear that PCB's are to be regarded as toxic ingredients in this country. Reference is made to Chapter X in law on drugs and toxic ingredients etc, of 20/6/1964 and to I in the executive order on toxic ingredients dated 19/2/19&5-
i
PCB's will be included in the list of toxic ingredients when
this list is revised.%
,
However, it has not been decided whether PCB's shall be completely banned or whether the use shall be limited.^
Ve have asked to be kept informed about all steps in this connection. Ve have also offered Monsanto information which you could place at disposal.
Vo cannot send you copy on all the newspaper articles, these have been numerous and we have not collected them. One article formed the headline in an sfternood tabloid paper, claiming that our nature was beeing polluted by PCB. Nobody knew from

Generally spoken, these articles have thrown mud without proving anything,
'The Health Authorities take this matter in a more realistic
way. However, public presseure is on them and we do not
know what this can lead to,
*
It will certainly not make it easier for us to sell PCB and we might loose certain outlets.
