Bear Mr# Mlttnacht: I am sending you herewith the complete copy for the rules and regulations covering the mixing of Fluid at tank car mixing plants# There has continu ed to be some discussion as to whether these should be issued separate from our drum mixing plants. I am of the opinion that they should be kept entirely separate in order to avoid confusion in the minds of two different sets of operators# The present regulations have met the scru tiny of Mr. Walter and Mr# Schaefer, and I believe they cover all points of importance. If there are any further changes or criticisms which suggest themselves, I should be happy to have them made be fore the material Is printed. However, I am entirely satisfied with the results.
