In Section XII, Tank Gleaning, page 7, under Dismantling Tanks, Item b contains a sentence in parenthesis, as follows: "(If the tank has been thoroughly cleaned special precautions are not necessary for the actual dismantling operation.)11 In the three previous.items of these instructions, special pre cautions are outlined, including the thorough cleaning of the tank, so it would appear to me that either the sentence in parenthesis is super fluous, or else there should he additional miles for handling of the plates and the actual dismantling operation, in case the tank were not thoroughly cleaned. An amplification of this instruction would be ap preciated, no doubt, by some of us in the field. Also, in the Safety Manual, Section-XI, page 1, under "Dismantl ing inoperative plants", the first sentence reads: "The dismantling of unused plants must be inspected by safety engineers as promptly as pos sible." Is "inspected" the right word to convey the meanirg of our Safety Department, or should it be "accomplished"? In other words, I read this sentence to mean that the dismantl ing could be started by others, and the safety engineer is to get there as soon as he can afterward to inspect the work, when I really think this sentence was intended to mean that he should do all he could to get the dismantling operation approved by the refinery management, and the work started, being on hand to inspect the entire operation.
