EPA Finalizes Rule to Postpone Steam Electr Power Plant Effluent Guidelines Rule
WASHINGTON (S eptem ber 13, 2017) -- The U.S. Environmental P rotection Agency (EPA) has finalized a rule postponing certain compliance dates by two years for the e fflu e n t lim itations guidelines and standards for steam e le c tric power plants (ELG Rule) th a t w ere issued in November 2015.

" Today's fin a l rule resets the clock fo r ce rta in portions o f the agency's e fflu e n t guidelines fo r power plants, provic re lie f fro m th e existing regulatory deadlines w h ile th e agency revisits some o f the rule's requirem ents," said EPA A dm inistrator Scott P ruitt. The fin a l rule postpones the com pliance dates fo r the best available technology econom ically achievable (" BAT" ) e fflu e n t lim ita tio n s and p re tre a tm e n t standards (" PSES" ) fo r tw o wastestreams a t existing sources, bottom ash transport w a te r and flu e gas desulfurization (" FGD" ) w astew ater, fo r a period o f tw o years. Last m onth, th e A dm inistrator announced th a t he w ould reconsider BAT e fflu e n t lim ita tio n s and PSES in th e 2015 th a t apply to bo tto m ash transport w a te r and FGD w astew ater. As part o f this upcoming rulem aking, EPA w ill pro an opportunity fo r public comm ent on any proposed revisions to the 2015 fin a l rule. At this tim e , EPA does not intend to conduct a rulemaking th a t would p o te n tia lly revise BAT e fflu e n t lim itations a PSES in the 2015 rule fo r fly ash transport w a te r, flu e gas m ercury co n tro l w astew ater, and gasification w astew at any o f the other requirements in the 2015 rule.
