Dear Bill: I have been asked (and have accepted the Invitation) to give a talk at the Annual Meeting of the Industrial Foundation of America, in Pittsburgh, on October 23rd, on the subject "Industrial Hygiene and Occupational Medicine." This is a sufficiently broad, and at the same time, innocuous, subject for any purpose, but I am requested specifically to illuminate the subject by the general principles of dealing with tetraethyllead. I shall do this, of course, with such discretion as may seem necessary, and also with particular care not to infringe upon present professional preserves. However, I'd like to make sure that I observe all of the proprieties with respect to a talk (and manuscript) that cannot fail to have some impact, if only momentarily, on the affairs of Ethyl Corporation. If you will be good enough to advise me whether the manuscript should be submitted to the scrutiny of Ethyl Corporation before its release, and if so, to whom, I'll appreciate your help. I shall of course check with Frank Prlnci, not to touch upon anything to which he might object. I do not anticipate any difficulty from any source, but under present circumstances, I am not aware of all of the things that go on either above or below ground, and it is easy to say the wrong thing or to omit something that should have been said. Since I shall have to say something about the manufacturing operations after 1926 (I shall not need to go back beyond that time for any reason), I shall probably have to raise some question about this with du Pont, for whom I was a consultant until 1945, as a matter of courtesy. Dr. Gehrman, with whom I worked at that time, is dead, and I cannot deal with him, but I shall probably have to consult Jack Sabina. It may be that I am taking too lightly the views of the two companies in what is said about these matters at this time, for I have considered myself, hitherto, to be in better position than anyone else to know what to say or what not to say, on this subject, in professional circles, but I certainly do not wish to presume upon the confidence which has been imposed in me by responsible people in Ethyl and du Pont. In bringing this to your attention early, I am mindful of the fact that I wrote and delivered a paper on this general subject at the Thirteenth International Congress and Occupational Health without consulting \ Mr. Vim. R. Perdue, Jr. -2 July 22, 1963 anyone. It Is true that I spoke in principles and generalities which could hardly have had any objectionable reverberations, and that I had no thought of being irresponsible or lacking in courtesy. However, I realize, belatedly, that the same attitude which I now express would have been appropriate at that time. There was a difference, however, in that that was three years ago, when I was much closer to the entire internal scene than I am now. Thinking that you may be interested I am enclosing a reprint of the paper referred to above. I am going to the next International Congress on Occupational Health in Madrid in September (I'm leaving on the sixth and will return on the twentieth, and will spend a week before the Congress in London. ) If I can do anything for you, personally, or for Ethyl in London, let me know, for I am seeing Bevan and several other people, for various reasons.
