As you have requested, I have reviewed the subject reports.
The March 23, 1989 Draft report presents recommendations that are typical fo a building that has the type of architectural asbestos described in the report. The last recommendation contains the advice to perform air monitori periodically. If you elect to follow this advice, the monitoring should be carefully planned, in conjunction with our group, so that the data obtained
meaningful and is reviewed regularly.
The January 18, 1989 report states that the air samples were collected on 37 mm filters. In our opinion, the 25 mm filter should have been used in order to lower the detection limit of the samples. The Allegheny County clearance level for asbestos abatement projects is 0.01 fibers >5 pi cm3. The OSHA action level for exposure to asbestos is 0.10 fibers >5 picjjh. The method used, NIOSH 7400, has the potential to measure results below 0.01 fibers >u/cm3. Therefore it would be appropriate to perform the sampling so
that this may be achieved. Further, the results should be reported with the sampling flow rate that was used and as a less than quantity, in the result^__ n column, if appropriate, rather than using the term '`not detected". Also, I [oj feel that there is a typographical error in the legend under Table I, as NI( Method 7400 does nai "measure asbestos fibers of the smallest diameter." Also, the rules used (A or B) for the performance of NIOSH Method 7400 shou' be stated. Attachment of the actual analytical results would be appreciate*
