I ?S~ ... PLAINTIFF'S Dear ~~. Jettords: At Captain Ross' re~uest, I am torwarding to you a copy ot an article on ASBESTOSIS which appeared in a recent issue ot the South -trican Mining Journal. JU..P/BNS Enclosure. Yours very truly, ~~BES'1OS CCp.PORA'rION UMITED a..L. PEl'ffiALE SJU.ES ~ER CH 0032.. EXTRACT FROM '!HE sctJ"TH ~ltICAN MINING &: ~GI!~NG JCuruLi.L .TJUWARY 15th , 1938. A report on the subject ot ~bestosis on the Shabanie M1~es which has recently been prepared by Dr. A.T. Ireland, chiet medical otficer, states:- "My service, as medical otfice to this group ot mines, extend.s tor a period of over 16 years. During this I have interested myselt in the dust problem in the mills and. mine in its relation to ~ulmonary aftections. On the 10th May, 1932, I suboitted a report giving full details or the service and health records ot all European millmen who had been subjected to our highest con- centrations ot dust. I decided to co~ine myself to this group ot employees, as in all other occupations on the mine the dust problem appeared negligible. ~t this stage I came to the conclusion that no genuine case of pulmonary asbestosis or any other torm of fibrosis of an occupatio~al nature could be ascribed to the asbestos mining industry ot Shabani. Since 1932 I have con- tinued my investigatio~s, clinically and radiologically, in health and dis- ease, ~d have satistied myselt that there are, at the moment, no indications ot asbestosis becoming d. menace to the industry in Shabani. During the present year I have X-rayed ~ll millmen in the service of the mine whose record ot service I append hereto. These tilms have been submitted to the scrutiny of Dr. IrviLe, chairman of the Miners' PhthisiS Board, Johannesburg, with en- tirely negative results. It has been my experience that the millman, in general, have maintained a very high standard ot health, and in no case has there been any symptomatic indication of a gradually developing fibrosis. Weights have been maintained, and in many cases there has been a considerable gain; there has been no dyspnoea or lassitude or other signs of pulmonary in- involvement. Some ot the men with long service have at different times presented themselves at the ~ners' Phthisis Board for e~amination, and I am not able to record ~ single instanoe where a "red ticket" has not been initially granted or withdrawn on re-examination. ~ DuriLg the present year the system ot radiologically-oontrolled medical examinations has been extended to underground workers. It is proposed that re-examinations will be conducted at intervals ot one year, so that in the course ot the next tew years it will be possible to review the subject trom mining as well as mill occupations. It is interesting to note that among our miners we have several With ante-primary silicosis. These men ~e required to be re-eXamined every two years either by the Miners' Phthisis Board or by a medical officer nominated by the board or Medical Director of Southern Rhodesia. In no case have there been any signs ot development to a turther stage. In conclusion, I can, Without heSitation, say that no anxiety need be entertained in regard to the asbestos mining industry, where ~dequate provision is made for good ventilation ~d the protection of the millcen by the use ot suitable dust filtering respirators as are used on this propertylt~ ALAN R. For your edification, enclosed please find copies of an interesting 1938 exchange between A.L. Penhale of Asbestos Corporation Limited and Raymark. I ran into these while perusing the Sumner Simpson papers, so presume they are authentic, at least as concerns RM. William Callan, testifying in 1995, believed that Mr. Penhale was alive and living somewhere in Quebec. I have not yet had an opportunity to pursue the Knox report but will forward a copy when we obtain it.
