I. Safety
There were no Lost Time or Restricted Duty injuries in the Production, Warehouse or Boiler House Departments during the month.
February's shift safety meetings addressed the topic of hearing conservation.

III. Personnel
One ICWU employee was given a three (3) day suspension for failure to punch his time card prior to leaving the Plant. A second ICWU employee was given a verbal reprimand for a time card violation.
A grievance involving the recall of- a laid off employee to fill an opening caused by the long term absence of another employee was arbitrated in February.
During the month, the Relief Operators were utilized to cover 200 hours of vacation, absenteeism, suspensions, and construction watch on a straight time basis.
IV. Costs
A. Variable cost estimate unfavorable for February due to seasonal variation in energy (steam) usage coupled with product mix con taining higher than budgeted percentages of the more closely high acetate/TCE formulations.
B. Fixed cost estimate above budget due to following:
1. Unbudgeted shutdown accrual of $35M 2. Higher than budgeted well drilling and sample testing charges
for groundwater monitoring.
C. Conversion cost estimate for February favorable due to high pro duction volume for month.

V. Major Projects and On-Going Programs Development of Type 318-5 resin for CBS continued in February. Feedback from CBS has highlighted the need to produce a resin that is a little softer than originally envisioned.
Installation of the positive steam shutoff valves for each reactor was initiated in February. Completion is targeted for April 1, 1984. The technique employed for bulk truck aeration was improved during the month, using increased air supply. Subsequent bulk truck aera tions showed improvement. Investigation was initiated on bringing the large boiler up to maxi mum capacity. Initial tests indicate further study of the air supply is required to determine availability of air. Process Engineering is conducting this investigation. Work is in progress on the development of an overall VCM/VAM material balance for the Plant. The balance will aid in investigating and correcting major yield loss areas.
VI. Environmental Reactor Building VCM levels averaged 0,2 ppm in February. Reactor vapors samples averaged 2100 ppm.in February, with one ex cursion due to recovery system mechanical problems. The problem was corrected, and subsequent samples averaged below 1000 ppm. Stripped slurry samples averaged 187 ppm in February.

IX. Industry Trends February shipments reflect a strong performance by CBS (record resin). March's projections indicate same.
