Terry ENVIRONMENTAL CONTROL COMMITTEE The Environmental Control Committee has succeeded the Air Pollution Committee which was established m 1967. The Environmental Control Committee will report to me, and is composed of the following members: Eads Johnson, Jr., Chairman C.H. Bocherding, Jr. J.P. Carroll J.J. Sheffield A.M. Unger This is an advisory committee whose purpose is to keep Bill Kelly and me informed on external pressures which may affect the company's capacity to function profitably, in harmony with our neighbors, and to recommend a course of action whenever necessary to avoid either legal restraints or public condemnation. Of primary interest at the time the committee was orginally formed was air pollution. This is, of course, one of our most troublesome problems and will remain so in the foreseeable future. Air pollution includes discharge into the atmosphere of smoke, dust, gases, particulate matter, and odors. Also, there is water pollution, noise, and even traffic pollution. Any or all of these, whether subject to legal codes or not, can constitute a nuisance m the surrounding community to the extent of breeding ill-will among our neighbors and providing political leverage for public officials unsympathetic to business in general or Abex in particular. Either kind of trouble spells long range expense. SPNY 006038 ABEX-087 SCF-ABEX-1220 It is essential that each of your plant managers fully understands his responsibility to safeguard and promote the Abex reputation m his locality. He must concern himself m community affairs and be sensitive to the public interest. We cannot afford to ignore the complaints of our neighbors or sit complacently awaiting developments which can lead to petitions, lawsuits, fines, or suspension of manufacturing operation. If we are on the ball we can avoid trouble by anticipating it. We must make more of an effort to educate our friends and acquaintances m the fact that Abex contributes importantly to the local economy with our productive facilities. Our plant managers must take a leadership role in representing Abex plants as built-in community assets which deserve broad based public support. We manufacture products, not dirty air, we feel communities wanting clean air should share the cost of having it. Today, for example, we need public support in backing legislation, now pending in many areas, which would provide tax incentives for investment m pollution control installations. Property tax relief, rapid amortization, or investment credit on air pollution facilities we already have in opera tion or have planned could save I.C.I. shareholders a considerable amount of money. The Environmental Control Committee is available to advise your plant superintendents in their community involvement.
