usages. Xa estuarine and marina waters, the protection of fish and wildlife gen erally yielded the m an restrictive recommended limitations. The criteria, aa proposed, were designed for both acuta and chronic toxicological protec tion. Btoee protection against clironic effects requires more stringent criteria, the proposed W ater Quality Criteria w en devised from data ur calculation deslgwd to afford chronic protection.
Because proposed W ater Quality Cri teria utilise both acute and chronic tox icity data to derive a single acceptable am bient water concentration, u was nec essary to utilize the data upon which the criteria w en based to calculate pro posed standards which provide for pro tection against both acute and chronic toxicological effects.
To avoid the effects of acute toxldty It was determined th at organisms need not necessarily be protected a t all times from concentration exceeding the pro poned Water Quality Criteria, since brief exposure to higher concentrations may be tolerated. I t may be assumed that most mobile organisms will not remain In the Immediate vieinity of the outfall for as long as the usual 99-hour test period. Thus, for protection to the Im
charger*. would be overly restrictive for the usual ease. These special "w ontcase" situations are to be handled fai ths application of water quality stand ards through waste load allocations under section 303 of the Act. Tile result ing allocations m ar then be used to establish effluent limitations. If neces sary. more stringent than the eflueni standards set forth herein. Those limita tions would then be Incorporated into permits issued under section 402 of the Act.
Since there are no proposed W ater Quality Criteria for benzidine, a different methodology was required for the deri vation of aa effluent standard. H ie methodology employed was designed to determine a level of discharge which would moult in an acceptable level of risk exposure to man, the primary affected organism. Effluent standards for benzi dine were derived by the extrapolation of laboratory test animal data using con servative statistical methods, and art baaed upon a calculated level of risk of loos than one case of tumor induction per million people exposed over-on enure generation to drinking water from sup plies derived from waters contaminated with the maximum permitted concentra
