PURPOSE OF THE INSPECTION
EPA Region 6 inspectors Kerri McCabe (lead) and Uma Lad arrived at the Bonds Company Production, LLC / Curry Lease Tank Battery ("facility") located from State Highway 57, right on Ouachita County Road 79, left on an oilfield lease road at 33.513497, -93.045767 in Stephens (Troy Community), Ouachita County, Arkansas; at 1545 on 12/03/2025 for an unannounced inspection. No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. This facility was originally inspected by Inspector Kerri McCabe on 04/16/2025.
FACILITY DESCRIPTION
EPA conducted an inspection on the Bonds Company Production, LLC / Curry Lease Tank Battery facility, which contains six (6) tanks for crude oil and saltwater storage and one (1) pump outside secondary containment used for saltwater injection into nearby Class II Saltwater Disposal (SWD) wells.

I observed the facility signage; see Appendix 1 (Photographs Log), Photo No. 1. For additional GPS location and photo metadata, see Appendix 1.
I observed the drainpipe for the secondary containment berm actively dripping during the inspection, see Photo No. 2.
I observed the surrounding area and vegetation in the vicinity of the tank battery with dead trees noted along the flowpath of the drainpipe and SWD pump, see Photo No. 3 and No. 4.
I observed a flowline pipe that had been excavated since the 04/16/2025 inspection, see Photo No. 5.
I observed the pump for the SWD wells outside secondary containment, see Photo No. 6.
Section III - AREAS OF CONCERN
No closing conference was held due to no personnel with Bonds Company Production, LLC present during the inspection. In September 2025, EPA issued an Administrative Order (AO) issued to the operator for this site. Areas of concern at the time of the inspection include the following:
Active drip at the drainpipe for secondary containment berm (Photo No. 2), and Residual crude oil and open containers around the SWD pump (Photo No. 6).

Inspector will conduct follow-up phone calls with the company representative(s) over the coming weeks and months to ensure areas of concern are properly addressed.
