Miller Date : August 29, 1979 subject : AFE REQUEST: PLANT WINTERIZATION Attached is an AFE request for $64,000 to provide funds for the installation of new heat tracing and insulation in the vinyl areas of the plant. Freezing conditions in the vinyl reactor areas have resulted in VCM releases to the atmosphere during previous winters. These releases can occur from (1) relief valve discharges caused by receiver, recovery system or vent line freeze ups, (2) seal failures caused by icing (3) emissions from opening lines to clear frozen sections. Any of these releases can be a serious pollution problem. In addition to potential pollution problems, freeze ups can create hazardous situations in the plant and can result in lost production as demonstrated in early 1979. This investment will significantly reduce the likelihood of freeze problems. The cost of the project is based on a definitive cost estimate by the plant. Money will be committed upon AFE approval. Additional operating costs will be negligible. Project completion is expected by December 1979. A Curry L. The winterizing program is necessary to prevent freeze ups in the vinyl area during fhe winter months. Freeze ups result in increased potential for VCM releases and have resulted in VCM releases in the past. * The project will provide new heat tracing and insulation on piping and equipment which has experienced freeze ups in the past but has not previously been traced and insulated. Revenues from the project are from maintenance savings on the recovery systems reduction of downgrading prime grade resin due to high gels, and increased PVC resin production of 1 MM pounds per year due to improved stream factor. These revenues provide the project with a 26. U DCF rate of return and a dis counted payout period of 6.5 years.
