OSHA Administrator's Meeting November 19, 1974 The initial meeting of OSHA Administrator's was held on November 19, 1974. Discussion and action taken was based on the following (arbitrary) decisions. 1. Regulated areas are to be established on the basis of both criteria, i.e., manufacture or handling of VCM, PVC in the area and exposure levels above the permissible limit. The intent should be to define areas that provide adequate control rather than to designate areas that would include possible exposure but result in extreme difficulty in administration. Basically, building confines should define the area if possible. 2. Personal monitoring will be the basis for exposure data. Area monitoring will be used only for an alarm basis. 3. Personal monitoring will be based on 4-hour samples. A single sample is anticipated per employee per month. 4. The alarm levels are to be established at 10 ppm, 25 ppm, and 100 ppm. The first alarm is to activate a yellow flashing light. The second alarm is to activate a red flashing light. The high level alarm (100 ppm) will be used in conjunction with an audible alarm, compatible with the existing plant alarms. 5. Rosters are to be initially maintained by a bound log book. Employees regularly scheduled in the area are to be signed in only for the initial entry. Transient people are to sign in, as well as sign out at the completion of a job. The number of permissible "entrances" is to be minimized--one if possible. It is anticipated that eventually, rosters will be developed via the " Corporate I.D. card system. 6. Plants are to proceed with air plug in stations--based on 50 foot centers, but modified for individual plant needs. 7. It is anticipated that the final "system" for respirator protection will be based on two levels of protection: (a) dual flow canister-plug in air masks, and, (b) Scott Air Pak. 8. The training brochure is to be the primary responsibility of Corporate Training. The plant administrator's contribution is to consist of: (a) the emergency section, and (b) plant maps to indicate regulated areas. The overall training program is to be based on a 20-30 minute film in parallel with an eight-part training brochure. to ''j XJ\ O H- T -29. The design basis for clean up of control room air is to be 0.2 ppm. 10. Notification of exposed employees will be accomplished by their initialling of an individual monitor result sheet. This will be a modification of a sheet now used at Long Beach. 11. Deregulation for turnaround--this is essential for Calvert City. We will assume that this can be cleared with OSHA. R. L.
