MINUTES of the OCCUPATIONAL HEALTH A SAFETY COMMITTEE MEETING NATIONAL INSULATION MANUFACTURERS ASSOCIATION New Yort, New York March 13, 1963 Part of the Occupational Health A Safety Coanlttee set with a part of the Duct Committee. The transaction! of this seating as reported by Mr. J. M. Barnhart are attached. Following this combined Meting, there was a brief seating of the Occu pational Health & Safety Committee. The following persons were present: L. B. Grant, M.D. C. L. Sheckler F. H. Edward.a H. Mesler J. Vyverberg PPG Industries Johns-Manvilie Owens-Corning Ruberoid Owens-Corning Mr. Sheckler indicated that the work of the Education Subcommittee was progressing satisfactorily. The asbestos pamphlet had been prepared and circulated for comments and/or approval. The fiber glass pamphlet will be available for full coomittee review early in April. Dr. Grant pointed out that it was*hia understanding that both these pamphlets and the Educational Program for the coming year were to be reviewed at a meeting of the full cosnittee. This was not done with the asbestos pamphlet. Dr. Grant's ex perience was that the time limitation set for review by the subcommittee had passed before he had had a chance to review the pamphlet. He felt this was unfortunate inasmuch as he would have liked to have teen either a reference to pre-employment and periodic medical examinations of th workers or a specific limitation clearly indicating that the scope of the pamphlet did net include medical control procedures. As the pamphlet is at the present time, it will invite justified criticism by the medical profession. Mr. aeckler is of the opinion that comments with reference to medical ex aminations were inappropriate to Include in the pamphlet. This reflects a basic disagreement within the cooaittee which aist be resolved at a later meeting of the full committee. Although it was discussed, no action was decided upon to resolve this basic difference of opinion. The fiber glass pamphlet draft prepared by the Education Subcommittee will be reviewed at a coanlttee meeting in Sew York on April 16, 1968. Mr. J. M. Barnhart wished to be advised ea how he should handle requests coming to him for assistance in health related problems. The following general philosophy was agreed upon: He should first direct such requests to the manufacturer of the produet in question. However, if no manufacturer cen be identified or if the manufacturer of the product specifically re quested NIKA support, he ebould direct the request to Dr. frant, Chairman of the Occupational Health A 8afety Committee, for appropriate action. 2 The current research proposals on fiber glass prepared by the Industrial hygiene foundation were briefly discussed. As s result, it was apparent that there were a nuaber of questions that each company who had been asked to support the work wished to have the opportunity of discussing in a gen eral meeting with the Industrial Hygiene Foundation and representatives of the companies whose support was being solicited. Dr. Grant agreed to con tact Dr. deTreville, the Managing Director of the Industrial Hygiene Founda tion, and suggest such s meeting. Respectfully submitted, L. 8. Grant, M. D.
