Dear Mr. Calvert:
Attached is the final report for the Operational Safety/Health Survey of Building 24 Propionic Acid and Esters Unit at the Texas City Plant. The survey was conducted May 7-11, 1984.
During the course of the survey the Team noted many positive indications of management's interest, leadership, and commitment to the safety and health program which exists at this facility. The Team discovered no imminent hazards requiring immediate attention. One major concern, dealing with the fire/explosion exposure from the propylene compressor, and several less serious concerns were identified which are worthy of note and attention.
It is customary, and in accord with the 0S/HS Guidelines, for the surveyed department to develop and publish an action plan in response to the final report within about 60 days following its receipt. The response should be addressed to Mr. J. B. Leverton with copies distributed as indicated on Pages 11-12 of the OSS Guidelines.
