MINUTES of the TECHNICAL RESEARCH COMMITTEE MEETING Sac Francisco, California June 2U, 1968 MOLTED SECTION The meeting was called to order at 9:05 A. M. with the following in attendance: C. Weber (J-M) A. Kevlin (0-C) B. Tower (J-M) J. McAllister (B-E-H) Agenda 1. Combined Military Specification KJX-I-2701 and MIX-1-2019. The following modifications are required in Table IZX of 1/1/68 draft of this proposed specification: a) The value for "K" at 20QF mean temperature is incorrect and should be shown as 0.U0. b) The format of this table implies that compressive strength is determined under soaking heat condition*. This heading should be moved up under Modulus of Rupture. The headings "Loss in Weight" and "Lineal Shrinkage" should be indented under "Change under Soaking Heat," for further clarification. c) Mr. Tower advises that for rapid and appropriate consideration of this draft, it should be submitted to: Mr. Leon Bimbaua Naval Ship Engineering Center Washington, 0. C. rather than Mr. Stacker 2. MH-I-2U2W*, Insulation Materials, Thermal, with Special Corrosion and Chloride Requirements. In view of the "No Response" status of Mr. Barnhart's letter of March 20, I9b6 to Mr. Ira Glass of Electrie Boat Dlv. concerning P* (2) Two NIMA suggested charges to Mil-1-24244 and a request for a joint dis cussion on the subject, the Molded Section requests that this cor respondence be submitted to Mr. A. c. Rogers of the Electric Boat Div. of General Dynamics. Mr. Rogers is reportedly the governmentindustry representative in charge of Specification MXL-I-24244. The Molded Section further requests that all aeasures possible be taken to arrange a Joint aeetlng with Mr. Rogers for face-to-face discussion of the problem areas of MU-1-24244, Such a Joint meet ing must be preceded by a Meting of NIMA T & R Cooaittee aemoers to prepare a unified industry position relative to modification of MZ.1-24244. 3. MARAS Specification Xt was reported that an aaeoded version of Section 75 of the MARAD Specification was issued in May, 1966. It la requested that Mr. Barnhart obtain copies of this revised Section 73 and distribute them to the Molded Section membership for coonent. 4. Other Business a) Federal Specification HH-I-523c, Insulation Block and Pipe Covering, Thermal (Calcium Silicate, for temperatures up to 1200F) Xt was pointed out by Mr. Esvlin that BE>I*523c as issued, has dropped the table of physical requirements and now references ASTM C-532 for these properties. Mr. Esvlin suggests that ASTM C-533 is quite loose in this respect and requests that NIMA initiate action in ASTM Committee C-l6 to upgrade the physical requirements tabulated in Par. 4 of 0-533*67. b) Exchange of Member Literature Each Mmber has been requested to send flfteeen (15) copies of bis company's current literature to J. M. Barnhart for collation and distribution to T 4 R members by August 1, 1966. c) The Molded Section of the T 4 R Committee expressed the feeling that the T 4 R Committee as a group, could be more effective in guiding and updating government and industry specifications and practical. In light of the marked increase in NIMA activities and the great demand in the Secretary* time, the Molded Section respectfully submits the following suggestions for consideration of the Board of Directors: Page (3) Three 1. Provide the Executive Secretary with full time secretaria_ assistance to relieve and expedite routine communications between meaner companies and the Association. 2. Expand the responsibilities of the Section and Committee Chairmen to reLieve the Executive Secretary of some of the increased workload. There being no further business, the meeting was adjourned. (a) Revised Guide Specification CE-201.01, Metal Building? has been " " submitted to NE4A for comment. (b) V.T. Irvin will circulate copies to committee members with the ~ request for comments to be returned by July 10th, 1966. 2. ASTM Specification - Combined C 378 and C 392. (a) Copies ot this ASTM specification will be circulated to ? & R * Committee Members by V.T. Irvin. (b) Committee unanimously agreed to recommend the deletion of Section " 5.1.1 Alkalinity because it is insufficiently definitive. T'.;cr.' are two properties of mineral fiber insulation in which alka linity may have bearing: durability and corrosion resistance. It Is believed that resistance to corrosion on steel, aluminum, and copper is of greater importance. If this be tbe case, a program Is required to establish an ASTM test for corrosion and/or establish reliable correlation that alkalinity of 0.60% is a proper measure of corrosion resistance. (c) C. Ernst is to check the present status of this specification "" In ASTM C-16 S-l and recommend that Alkalinity be deleted. (d.). W. Irvin to poll members regarding Type 1, Class U. Page (2) Two 2- Exchange of Meaber Literature (a) Each meaber has been requested to send 15 copies of current Literature to J.M. Barnhart for collating and distribution to T & B Members by August 1st, 1968. (b) It is also recommended tbat this literature exchange be ini tiated by J.M. Barnhart on an annual basis. Duct Liner Specification (a) Committee advised tbat RIMA Duct Coaittee has prepared this specification along the lines of Fed. Spec. HH-I-545, UL lSl, and the CSX format. (b) Committee recommends tbat this specification be reviewed (by the IXict Committee) on an annual basis or as required. . Federal Specification HH-I-545 (a) Committee unanimous in opinion that HH-I-545 should stand on " its own and not be combined with HH-I-558. Liners are designed for a specific end use and have properties and requirements which should not influence or be influenced by inclusion in the general thermal insulation specification. The different end use, one in stallation by different trades, and difference in location ia guide specifications are considered valid reasons for maintaining the separate specification status for duct liners. (b) Committee requests J.M. Barnhart to circulate the rewrite of " this specification to this Committee reflecting the decisions and discussslons of the joint meeting of H1MA Gov't T & R and GSA in March 1568. 6. Federal Specification HH-I-558 (a) W.T. Irvin to circulate copies of Interim Amendment-1 dated ~ 3rd October 1967 to the Committee. This amendment includes a cross-reference table keying forms and classes of HH-I-558 to forms, classes, and types in the superseded Federal Specifica tions. (b) V.T. Irwin to poll meaber companies regarding seed for revisions: 1. Should Form A, Class 4 be retained? 2. Any changes beyond those described in minutes of 14 September 1967 meeting? Page (3) Three The Gov't T A R Committee to be advised of recommenced changes. In addition, the Gov't TAR Committee is to ba advised of me T 4 R negative opinion on combining HH-I-5^5 into HH-I-558. i 7. UL Fire Hazard Classification (a) Committee in accord that best interests of consuners, code ~ writers, manufacturers, and UL would be better served with a revised UL label system based on group classifications. One such class would group products having a flame spread not over 25 and smoke developed not over 50. (t>) At least one member has adopted a voluntary program of pro~ noting this concept. () W. Gubar and W.T. Ir-rLn to prepare and circulate a program to ~ be presented to UL following TAR review. Initial draft is to be completed by July 23rd, 1968. 6. UL Pipe and Equipment Category - Systems J. Dorsey presented views on potential industry problems connected with establishing pipe insulation systems at UL. The systems approaches on duct liner, duct wrap have been de-eaphasized because of economic, legal, and enforcement difficulties. These same difficulties may also be present if pipe insulation systaas are encouraged at UL. Members are to discuss this situation with their principals and decide on: Ho action, act as NIMA on pipe systems, act as individuals on pipe systems. 2. Military Specification MTT-T-227U* (a) T. Campbell requested H2MA T 4 R to seek deletion of fiber dia"" meter requirement and to increase the nominal density upper limit to 8 lbs./ft.3. (b) V. Irwin to initiate latter ballot by July 5th, 1968. 10. Other Business Increased activity in all phases of NIMA operations has resulted in increased demands on the time and attention of the Secretary. The T 4 R Committee believes the Board of Directors will agree that Improved effec tiveness of internal and external cooaunications will be achieved if full time secretarial services are provided in the NIMA office to relieve some of the increased burden on the Executive Secratary. nSo3 |K Page (4) Four u. Dorsey for all their past services to NDiA and the T & R Committee, and wishes them well i their new responsibilities which unfortunately requires them to relin quish membership on the T & R Committee.
