President: The Water Quality Act of 1986, S1128, represents a workable compromise of most of the key program issues for the Clean water Act Reauthorization, and we urge you to sign it into law. We also are concerned about the $18-billion funding level authorization of the construction grants provision for municipal waste treatment programs. However, I understand these funds need not be fully appropriated in any one or more of the fi'scal years covered by the reauthorization. We are concerned that the Hundredth Congress may change the workable program and funding aspects of S1128 to a less desirable compromise. While the budget considerations are very important, on balance, we feel the Water Quality Act of 1986, S1128, merits your signature. Sincerely, D. P.
