Safety Engineer Dear Mr. Colvin: We acknowledge with thanks receipt of your letter of December 2 report ing an alleged, shortage of 875 pounds from car SBAX-607, unloaded at Sinclair's Bast Chicago Refinery. We have investigated the original weights on this car and find that the gross, tare, andnet are entirely in order and that, the previous tare weights before the shipment compare very closely to the one$ used, at the time of the Sinclair ship ment.* Examination of the ear upon its return showed>xno defects in the standpipes nor any residue remaining in the oar other than approximatelytwo and one-half gallons of gasoline-fluid mixture, which mountwe would view as being of an entirely normal magnitude. \/ , We note with interest that-Sinclair is not particularly concerned about this alleged shortage and that the information you forwarded us was not in the nature of a complaint. While.we arepleased to nots that Sinclair i3 entirely fair in the question of weights received by themnevertheless we do feel that if such an amount of material is missing os the material balance, it should give much concern. It would seemto me that on one of our large cars we should be able to balance out closer than 100 pounds and anything mneh beyond that should be investigated to make sure that the Fluid is accounted for, if not in the weigh tank, then in the wash gasoline. While we do not want to appear to be critical against Sinclair, lack of concern over such a large amount of difference would indicate not too close supervision of the handling of Fluid.
