Dernehl opened the meeting at 9:00 a.m. by expressing a vote of thanks to the 3M Company for providing facilities for the meeting and for the generous hospitality extended to the committee. He introduced Mr. W. A. McClellan of Gulf Oil Corporation representing Dr. F. D. Gassaway; also Mr. E. L- Jaffee of the MCA public relations staff. 1. Minutes of the February 19, 1968 meeting were approved as distributed. 2. Epidemiological Study Dr. Dernehl reported on the status of the study. The contract with the University of Michigan has been extended to a completion date of September 30, 1968. CtAAO0131 OHC-23 3, Committee Budget for 1968-69 Dr, Dernehl reported that the committee's recommendation that MCA should continue financial support of the emphysema study being undertaken by the Industrial Hygiene Foundation had been rejected by the Board of Directors. The committee's request for an allocation of $1500 for an Occupational Health Newsletter had been rejected on the grounds that MCA's publication PILOT might serve as the medium for dissemination of information on occupa tional health matters. This possibility was then discussed with Mr. E. L Jaffee of MCA staff, Mr. Jaffee thought that the PILOT mailing list could be expanded to include all medical representatives. Possibly an introductory article could be developed by Mr. Jaffee describing the services the Occupational Health Committee can provide for member companies. The possible need for development by the committee of permanent publica tions was discussed. The secretary was asked to send each member a copy of Safety Guide SG-1, Health Factors in the Safe Handling of Chemicals. 4. J. Stopps agreed to prepare the medical management sections for revised editions of SD-39 Hydrochloric Acid and SD-47 Sodium, Metallic. Standard Sections on Use of Oxygen It was pointed out that the description frequently included in safety data sheets of procedures for oxygen administration in the treatment of inhalation exposures is unnecessarily detailed and possibly unnecessary. Following brief discussion the matter was submitted to the Medical Sub committee which will prepare a recommendation for committee approval. 5. Proposal for Research on Chronic Toxicity of Fluorocarbons Dr. G. J. Stopps submitted a proposal that MCA should sponsor a study of the chronic toxicity of fluorocarbons. The study to be financed by in volved manufacturers and under the general supervision of the Occupational Health Committee. The committee unanimously voted to recommend that the MCA Board of Directors approve this study. Dr. Stopps agreed to develop the proposal in specific detail including a statement of the scope of the study, names of participating companies, location of study, cost, method of financing (e.g1. proportionate to annual production). These details will be forwarded to the secretary in time for consideration by the Board of Directors at its September meeting. 6. Legislation The committee discussed the MCA written testimony on H.R. 14816, Occupa tional Safety and Health Act of 1968 presented by Mr. J. 0. Logan, Chairman, Board of Directors, assisted by Dr. C. U. Dernehl, Mr. G. L. Gorbell and Mr. L. Symington. Although most members appeared to support the generally cooperative tenor of the MCA statement, one member believed it to be weak and that MCA should have made a more definite stand against federal legisla tion in the matters of health and safety. Proposed amendment to section 1501.57(d) etc, of Chapter XIII - Bureau of Labor Standards, Safety and Health Regulations - Ship Repairing, Shipbuilding, and Shipbreaking. The secretary distributed copies of proposed language which will require that the employer shall maintain in writing, and keep a file, available for inspection, for a period of three months from the date of completion of the job, information on health, fire and explosion hazards of chemicals used in ship repairing (building, breaking) areas under the safety jurisdiction of the U.S. Department of Labor. It was agreed that this matter will again be brought to the attention of committee members when the proposed language is published in the Federal Register. CMA 060133 OHC-25 The committee was advised that the Paint, Varnish and Lacquer Association and U.S. Department of Labor representatives have prepared a standard "product safety information form" suitable for use by that industry in ful filling the above requirements. It may become desirable for the chemical industry to prepare a similar form blank. 7. Occupational Health Workshop Members discussed the February 20, 1968 Workshop held in Philadelphia. While attendance (100 approx.) was disappointing,the workshop had proved well worthwhile; the afternoon sessions being particularly successful. The following format for the next workshop was agreed upon: (a) Open with a general session lasting about an hour. At this session, following introductory talks, the scope of discussion by the three sub-groups (industrial Hygiene, Medical, Toxicology) will be described in detail. (b) Break off into sub-groups. (c) Possibly conclude with a general session at which the chairmen of the sub-group sessions will recapitulate the areas covered in the discussions. It was agreed to hold the next workshop in Louisville, Ky. during the week of October 21, 1968. Dr. Dixon and Dr. Stopps agreed to make preliminary in quiries by contacting the Celanese and Du Pont plants in the area. 8. Board of Directors' review of MCA policies and structure The committee reviewed and approved Dr. Dernehl's proposed reply to Mr. K. Hannan's letter requesting information on the committee's activities and comments on the MCA organization. v 9. Definition of Toxicity Dr. Dernehl agreed to bring to the attention of the LAPI Committee the de sirability of agreement between the two committees on the definition of "toxi city" for labeling purposes. 10.
