As of September 30, 1978, the plant had operated 55 days without a lost time injury.
LARRY E. FRYE INJURY
Progress relative to the Chemical Division Injury Investigation Team recommendations is as follows:
1. Purchasing specifications have been defined, needs surveyed and orders placed. An initial shipment of ladders was received in early October.
2. The Safety Department has completed the supervisory training on ladder safety. Ninety-four (94) percent of the supervisors have completed ladder safety train ing of shift and maintenance personnel. The remaining shift meeting will be completed by 10/13/78.
3. The ladders which were received in early October have been identified per the ladder identification specifications and placed in service.
4. The operating departments continue to clean-up material spills promptly.

Rerouting of the fresh air ducting to the vinyl control room was completed during the latter part of September and several samples have shown we are well within the exposure limit in that area. Respirators have been made mandatory for reactor condenser cleaning until this exposure can be eliminated.

Employment
During September two (2) temporary hourly employees were added to the Aberdeen Payroll. These employees were placed on temporary.employment due to continued debagging operations.
The unemployment percentage in the Monroe County area is 8.2%.
Termination
There were two (2) deletions from the payroll during the month of September; one Mechanical Engineer resigned to accept other employment and the Maintenance Superintendent (I 8 E) transferred out of plant.
The overall turnover rate for the hourly classification was zero. Pro jected annual turnover was 1%.
Absenteeism
Total absence as a percent of straight time hours worked was 3% and year to date was 2%. All absences were 100% due to sickness. The General Plant and Vinyl Departments experienced the highest absenteeism rates with 14% and 6% respectively. Of the 6% in the Vinyl Department, 54% was due to the absence of a Vinyl Operator who -had an accident on duty in August of this year.
Overtime
Total overtime as a percent of straight time hours worked increased from 10% last month to 15% for September. Plant wide overtime hours worked were 3314.75 (2202.75 were controllable overtime hours worked and 1112 were non-controllable hours worked). The Warehouse (Yard), Vinyl and Maintenance Departments experienced the highest overtime rates with 16%, 21% and 16% respectively. These overtime percentages increased due to vacation coverage, rail strike and vacancy coverage due to the August lost time accident of a Vinyl Operator.
Minority
Minority percentage of the entire workforce is 29% which includes one (1) co-op student and three (3) hourly temporary permanent employees. There are 6% minorities in the salaried classification and 39% in the hourly classification.

PERSONNEL - J. L. Carter (Continued) Casual Labor During the month of September, there were 10 casual labor employees on the Aberdeen payroll. Total hours worked were 1154. The bulk of these employee were utilized for sick leave and the resin debagging operation. Full time equivalent was 6.6. Organizational Changes Janice Minga has been promoted from the position of Assistant Buyer to Production Scheduler in the Compound Department, reporting to Charles Miller, Operations Superintendent (Compound). Martha Donald has been promoted to the position of Accountant in the Administrative Services Department, reporting to Gary Bracken, Director of Administrative Services. John Edwards, Maintenance Superintendent (Instrument and Electrical) has accepted a position working on the Murchison Project in the North Sea and will be initially working in London, England.
