INTRODUCTION On October 23, 2024, representatives from the U.S. Environmental Protection Agency Region IV's (EPA's) contract inspector, Eastern Research Group (ERG), James Phillips and Mike Beck (hereinafter, the inspectors), conducted a compliance evaluation inspection of the Olive Branch wastewater collection system (the "system"). The City of Olive Branch owns and operates the Olive Branch collection system. The primary purpose of the inspection was to review the wastewater collection system, to evaluate the accuracy and reliability of the City of Olive Branch's self-monitoring and reporting program, and to obtain information that will assist EPA in assessing the City of Olive Branch's compliance with the requirements of the Clean Water Act. The Olive Branch collection system services approximately 18,000 connections and discharges wastewater to the Ross Road WWTF which is owned and operated by the Desoto County Regional Utility Authority (DCRUA). The weather at the time of the inspection was hot, humid, and sunny. II. INSPECTION PROCESS Inspection Opening Conference The inspectors arrived at Olive Branch City Hall at 0900 on October 23, 2024, for the inspection. James Phillips and Mike Beck of ERG displayed their Clean Water Act inspector credentials to Todd Ondra at the outset of the inspection and explained the purpose of the inspection was to observe compliance with the Clean Water Act. Table 1 describes the individuals that participated in the inspection, hereinafter the "system representatives". Table 2 provides an overview of the collection system, including the number of lift stations, manholes, miles of lines, industrial users, connections, and SSOs per year. Olive Branch has approximately 30 full-time staff that are dedicated to operations of the collection system and water distribution system that work from 0700 to 1600, Monday to Friday. Staff are on-call during weekends and other times as needed. Table 2. Additionally, some lift stations are equipped with local control systems. Each lift station is equipped with visual alarms and the lift stations are checked daily by the system personnel. Digital alarms from the lift stations are sent to the operators' cell phones. System personnel record the daily lift station checks in operational logs. DCRUA conducts inspections of any industrial dischargers. The system representatives were not aware of the frequency of DCRUA's inspections. The system representatives stated they do not have access to any of DCRUA's inspection reports or other enforcement records. The system representatives identified some issues with fats, oils, and greases (FOG) and flushable wipes. To mitigate these issues, Olive Branch has vacuum trucks and vacuum trailers to cleanup any blockages of FOG or wipes in the collection system. The system also installed grinder pumps at some of the lift stations that experienced more issues with flushable wipes. The system representatives stated that the system receives heavy amounts of infiltration and inflow (I/I) during rain events. Olive Branch reports all SSOs to the Mississippi Department of Environmental Quality (MDEQ) as soon as possible. The system representatives stated they have approximately 10 SSOs per year with a majority of SSOs being less than 1,000 gallons in volume. Olive Branch has preventative maintenance, asset management, and formal work order programs. The system also has written SOPs for the daily checks and weekly cleaning of the lift stations, and other operations. The system representatives stated that they inspect approximately 5% of the collection system's sewer lines annually. System personnel follow confined space entry procedures during any maintenance or other work throughout the collection system. System representatives stated this map is updated as the system installs or changes any sewer lines or lift stations. The system also maintains an up-to-date inventory of spare parts for the lift stations and pumps and system-owned assets in an asset management plan. Olive Branch has one portable backup generator for the lift stations. Some lift stations are also equipped with their own backup generators onsite. The system conducts yearly tests and inspections of each backup generator. System Site Walk As part of the inspection process, the inspectors visually observed 7 lift stations and 1 manhole throughout the Olive Branch collection system. A map of the lift stations and manholes that the inspectors visited is shown in Figure 1. The inspectors reviewed the following documents onsite: Lift station operational logs for September 2024 (refer to Appendix B, Exhibit 1) Lift station cleaning and maintenance logs from February 2024 to August 2024 (refer to Appendix B, Exhibit 2) Sewer flows from October 2023 to September 2024 (refer to Appendix B, Exhibit 3) Sewer rates current for 2024 GIS maps of the collection system Operator certifications On November 1, 2024, and November 8, 2024, the inspectors reviewed the following records offsite provided by the system representatives after the inspection: List of industrial users (refer to Appendix B, Exhibit 4) SSO reports to MDEQ (refer to Appendix B, Exhibit 5) Summary of Observations The following section summarizes the inspectors' observations relative to the requirements of the Clean Water Act and operational best practices. On October 30, 2024, following the inspection, the system representatives provided an update to some of the items the inspectors identified during the closing conference (refer to Appendix B, Exhibit 6). The observations below note which items the system representatives addressed. The system representatives stated they inspect approximately 5% of the system's sewer lines annually. It is generally considered best practice to conduct inspections of approximately 10% of a collection system's sewer lines annually. The inspectors observed some solids and grease accumulation at the McElroy Farms Lift Station (refer to Appendix A, Photograph 3). Additionally, the inspectors observed excessive vegetation around the lift station and that the valve pit access was not raised to prevent infiltration (refer to Appendix A, Photographs 1 and 4, respectively). Following the inspection, the system representatives provided photographs of cleared vegetation at the McElroy Farms Lift Station (refer to Appendix B, Exhibit 6). The inspectors observed a gap in the perimeter fencing at the Legacy Park North Lift Station (refer to Appendix A, Photograph 18). Additionally, the inspectors observed one of the check valve counterweights was disconnected (refer to Appendix A, Photograph 19). Page 9 of 10 Inspection Date: October 23, 2024 City of Olive Branch - Olive Branch Wastewater Collection System Compliance Evaluation Inspection Report Following the inspection, the system representatives provided photographs of the reinstalled check valve counterweight and a quote for repairs to the perimeter fencing (refer to Appendix B, Exhibit 6). The inspectors observed oil and/or evidence of overflow at the High Point Lift Station (refer to Appendix A, Photograph 23). The inspectors observed black fluid and large amounts of floating solids in the wet well (refer to Appendix A, Photograph 24). The system representatives stated that this lift station receives wastewater from an airplane parts manufacturer, and that DCRUA has previously inspected and sampled at this location due to pretreatment concerns. Following the inspection, the system representatives provided photographs of the High Point Lift Station being cleaned (refer to Appendix B, Exhibit 6). The inspectors observed that the old valve pit at the East State Line Lift Station was not locked (refer to Appendix A, Photograph 25) to prevent entry and vandalism. Following the inspection, the system representatives provided photographs of the newly secured old valve pit (refer to Appendix B, Exhibit 6). The inspectors observed some solids and grease accumulation at the Braybourne & Sandbourne manhole (refer to Appendix A, Photograph 13). Closing Conference On October 23, 2024, the inspectors met with the system representatives for a closing conference and shared preliminary observations. The inspectors reiterated that all preliminary observations discussed were not compliance determinations. Any and all preliminary observations shared were subject to further investigation by the inspectors upon the additional review of records and documentation. Additional observations may be contained in this inspection report that were not identified at the time of the closing conference after the additional review of materials following the inspection.
