Dear Arthurs I am attempting to setup various sections in the Industrial Relations Department in order to speed the flow of and more adequately handle the business of the department. We will shortly issue a tentative assignment of duties and to be included with them a description of what we look for from the Medical Section. As I see it, there is no change in your relationship to the Department or in your functions, but if you have other ideas now is the time to express them. * I think it is most urgent that I tell members of tho Department who is in charge of what.
