MWBB-003238/ (W) Building, Room 1612 272-3880 October 12, 1989 EPA Bans Asbestos Products INDUSTRIAL HYGIENE & SAFETY OFFICERS (FMl-20) ENVIRONMENTAL CONTROL OFFICERS (HK, HL) DIVISION AND PLANT MANAGERS (MML-4A, 5A) The Environmental Protection Agency has issued a regulation that ^3 prohibits the manufacture, importation, processing and distribution of almost all asbestos-containing products in the United States. This ban will take effect in three stages over the next seven years, beginning with certain products on August 27, 1990, and with others on approximately the same date in 1993 and 1996. Corresponding bans on distribution will occur in 1992, 1994 and 1997. Within six months after the effective date that a product is banned for distribution, manufacturers, importers and processors will have to dispose of any remaining product in stock. Based on 1985 production volume estimates, approximate 94% of asbestos use will be affected in the United States. ' The effect of this ban on Westinghouse operations is not fully understood at this time, so a meeting is scheduled in the Headquarters Building 11 West conference room on October 31, 1989 from 8:30 a.m. to 3:30 p.m. to discuss the rule and its effect on operations. The ban and phaseout rule also has provisions for labeling, inventory and recordkeeping. These and other issues subject to the rule will be discussed during this informational meeting. It's recommended that all Westinghouse facilities review their product line and determine if any asbestos-type material is being used. To determine asbestos usage, it will be necessary to coordinate your review process with purchasing, engineering, health and safety, materials control and environmental control personnel at your site. If it has been determined that asbestos is being used, then a representative from your site should attend this meeting to determine if and how this ban will affect your operation. Attached is a schedule for implementation of the asbestos ban and a list of asbestos products with their corresponding material numbers that are known to be used within Westinghouse.
