Savage - B2EB Z note in a recent report from the Krummrich Plant on PCB pollution control the reference to favorable progress toward achieving the target of 2 pounds of PCB's per day in the effluent as set by the Eueinoas Group. The 1971 plan for management of the PCB problem estab lished targete of 1 pound por day in tho water effluent and 1 pound per day to the atmosphere. Since these represent the difforont ways in which PCB's could be introduced into the environment with different methods of control and measurement, wo should not te);a the total of 2 pounds per day as applying only to the water effluent and neglect to consider atmospheric pollution. It is my personal belief that in the near future the Krummrich Plant effluent will be sastplod by a regulatory agency and I do net believe 2 pounds per day will he acceptable. I suspect that ve will havo considerable discussion with 1 pound per day, but I am hopeful wo can convince the appropriate authorities that it is a propor target.
