I have attached documentation relevant to this lifting which is fairly comprehensive. One comment I would like to add is that "freeze-up" of the process side of the plant vent refrigeration unit has been linked on several occasions to wet heel samples from the ship (see attached IOC to R. Parker from J. W. Ware dated June 6, 1980). Experience gained from the "Brasilia" and other recent liftings which have caused these "freeze-ups" will lead to a more timely and appropriate response by plant personnel in the future. The fact remains, however, that the underlying cause of these "freeze-ups" (and the resulting loading delays) is moisture from the ship. J. W.
