Cheng concerning the November survey of the Toufen Plant. You and all CGPC employees are to be congratulated for the progress made to-date in improving working conditions. ENV & IJIE SCONCES RFC D -- J / - u+kir p-- It is extremely gratifying to note that vinyl chloride exposure, on the average, has been reduced to approximately 10 ppm. Likewise if CGPC can accomplish improvements in reactor cleaning or the possible installation of new polymerization equipment, I feel that we can reach the U.S. standard of 1 ppm. I am somewhat concerned, however, to note that there is substantial exposure of the employees to certain solvent and metal contaminants. Likewise the indicated conditions in the Plating Shop certainly point to substantial improvements which can be implemented. I realize that you have also just received this report, but as soon as you have had an opportunity to have your staff evaluate and comment upon the Medical Department's survey, I would appreciate discussing this with you as well as receiving recommendations as to how we may improve in some of the problem areas. It appears that CGPC has come a long way and is certainly leading the field in concern for employee health and safety in Taiwan. Let's continue to emphasize this area of employee concern and try our best to develop modifications or programs aimed at improving many of the troublesome factors reported by Dr. Cheng. C.R.
