A/C Pipe Producers Association MINUTES Committee: Place: Date: Technical Affairs Committee Alexandria, Virginia October 13,1981 The AACPP Technical Affairs Committee met on Tuesday, October 13, 1981, at 9:05 a.m., at the Old Town Holiday Inn, Alexandria, Virginia, the Chairman being in the chair and the Secretary being present. Call to Order The Chairman declared a quorum present and called the meeting to order. Review of Agenda The meeting agenda was reviewed and the order of business as set forth adopted without dissent. IV. Report of Officer A. Chairman's Report The new Chairman, Mr. Verploegh (J-M), introduced himself, reviewed his background, and concluded his remarks by singling out completion of the Municipal Analysis Program (TAC-03-80) as the prime goal of the Committee in FY 82. B. Staff Report Secretary Gillen cautioned that all TAC program revisions or new program proposals requiring additional funding would need Board of Directors approval. The President explained that when the Technical Committee was changed to the Technical Affairs Committee, its scope had been broadened to include several activities of the defunct Market Development Committee, e.g. TAC03-80, TAC-04-80. Moreover, this expanded accountability would have to be accomplished with a reduced number of Committee members. 1- - 'u I' 1 CAPCO JEN 0033341 C. PAC Activity Report Referring to the 9/25/81 PAC Staff Update, the President highlighted the status of current PAC programs as follows: PAC-01-80, Regulatory Affairs Program (RAP): Staff, in conjunction with Kirkland & Ellis, is preparing a position paper on control technology and occupational exposures in the A/C pipe sector. After review by production personnel, the paper will be used in ongoing regulatory negotiations with EPA. PAC-02-80, Public Education Program (PEP): Plans for product promotion advertising have been dropped. ' 7' ;' PAC-03-80, EPA Reg-Neg: On hold. Proceeding under PAC-01-80, Regulatory Affairs Program. PAC-04-81, State Monitoring Program (SMP): Special counsel have been;" retained in core markets, i.e., California, Texas and Arizona. ~ - Priority List A. TAC-02-80, Recommended Work Practices - Phase II: Transient Asbestos A Task Force consisting of Messrs. Cerny, Rahn and Jackson was appointed to review the raw data received from EMS Laboratories and City of Thousand Oaks and prepare a draft report for follow up discussion with Mr. Nelson, City of Thousand Oaks, Ca., who conducted the on-site research phase. This report will serve as basis for a paper on transient asbestos to be co-authored by Messrs. Cernv and Nelson plus revising existing Recommended Work Practices (i.e. AACPP/AWWA). B. TAC-03-80, Municipal Analysis Program (MAP) Initial results of the ORC "municipal index" telephone survey were discussed. Following debate on how the 145 municipalities which indicated they would participate in on-site surveys should be reduced to 20 candidate sites, a motion was made and passed, " ... to split the 20 sites geographically, e.g., 14 in the three Western regions, 4 in the other six regions of the United States and 1 in Canada." Weighted selection criteria recommended included: quality of records, number of miles of A/C pipe in service (minimum 50 miles), longevity or average age of pipe (minimum 10 years) and A/C pipe trends. A Task Force of Messrs. Verploegh, Alley and Jackson was appointed to work with an outside consultant in selecting the 20 candidate sites and during the "pilot survey" phase of the program. C. TAC-04-80, Technical Information Programs & Services (TIPS) 1. A/C Pipe Handbook Since comments on the first draft of the AWWA A/C Pipe Manual have been limited, a motion was made and passed, " ... that the President investigate retaining a technical writer, budget permitting, to rewrite the Manual in one style and bring this project to completion." 2. Energy Bulletin -2- t i i CAPCO JEN 0033342 Following review of past efforts, the Chairman volunteered to draft an energy bulletin for review at the next TAC meeting. It was agreed that Committee members who had access to pipe related energy analyses would send them to Staff for transmittal to the Chairman. Old Business A. Standards Update The Committeereviewed the "Standards Update" binder sent out in advance of the meeting. 1. AWWA C-401. With the AWWA Subcommittee on C401 and C403, i.e. H. Olson, preparing draft revisions to C401, it was the consensus of the Committee that design criteria for both AWWA standards should be uniform and include the "V" block crush test method. Mr. Olson agreed to redraft C401 to incorporate the "V" block crush values in the selection curves. This standard must be revised by 1982. 2. AWWA C402 AWWA's Standards Council has completed balloting on this standard with the following results: One (1) affirmative with a contingency (negative) and three (3) affirmative with comments. These ballots will be reviewed by the AWWA A/C Pipe Committee at its January meeting, along with a proposal to include the "V" block crush test method. This Standard must be revised by 1982. 3. AWWA C403 An AWWA Subcommittee is working on revisions to this Standard, e.g. "V" block crush test method. 4. UL107 As result of a Staff visit, UL has agreed to adopt a leakage joint test based on allowing the pipe and coupling test assembly to be reinforced if necessary. Further, the word "distribution" need not be stenciled on UL approved distribution pipe. 5. USBR Specification for A/C Pipe Comments received from Committee members will be consolidated by Staff and forwarded to USBR. Following discussion, it was agreed AACPP's "Standard Update" binder henceforth will be updated twice a year. The next update is scheduled for February, 1982 following the AWWA/ASTM January meetings. B. Field Problems and Litigation Report 1. San Antonio, Texas It was reported that Mr. Duffy had made a number of visits to San Antonio to investigate reported flexural problems and a modified bedding method was proposed but rejected. Moreover, a recent bid for A/C pipe called for "half" lengths. -3- i i CAPCO JEN 0033343 Review of the status report on other field problems and litigation sent to the Committee in advance of the meeting was waived. C. Aggressive Water 1. Revision to AI Guidelines Work is underway to revise the AWWA and ASTM AI Guidelines, with a report scheduled for both January Committee meetings in New Orleans. 2. AACPP Policy Statement PAC is revising the current Association's Policy Guidelines. VII. New Business A. TAC Program Proposals 1. Rough Barrel Fitting Following debate, a motion was made and passed, " ... that the Committee recommend to the Board of Directors that this proposal be tabled since more time is needed to evaluate field necessity." 2. Leaching Characteristics of Asphalt Coated Pipe After prolonged discussion, a motion was made and passed, " ... to recommend to the Board of Directors that this proposal be tabled and Staff authorized to approach NSF to set up a test protocol whereby coating manufacturers would submit their material directly to NSF for certification." B. Sewer Pipe Repair Guidelines Comments received from Committee members on the guidelines submitted by Dick Gardner, ASTM Committee, will be consolidated by Staff in a draft report for transmittal, following TAC review, to ASTM C-17.04. C. 1982 Meeting Schedule With ASTM C-17 meeting on January 11-12, 1982, and AWWA on January 13, 1982 in New Orleans, the next TAC meeting was scheduled tentatively for the afternoon of Wednesday, January 13, 1982, in New Orleans.
