Petty Officer Ambrozewicz accepted the call. I told him that at 1:35 p.m. on 2/15/83 a vinyl chloride release occurred through a reactor evacuation stack. The release was caused by the mechanical failure of a valve actuator which caused the valve to be open when it should have been closed. I told him the release was for approxi mately 4 minutes. He asked what was done to stop the incident. I told him the valve was immediately blocked in and the valve was repaired. He asked the size of the release. I replied it was approximately 2,200 pounds. He asked if any other agencies have or will be notified. I replied that the Air Division of the Mississippi Bureau of Pollution Control would be notified. He asked if there were any injuries, deaths, or damage to property. I told him there were none. He asked if there was an evacuation. I told him no. At 4:31 p.m. on 2/15/83 I reported the release to Jerry Banks of the Air Divi sion of the Mississippi Bureau of Pollution Control. He accepted the report and asked no questions.
