The project aims to create an Expired Medical Supply and Equipment HUB to address the excessive waste generated by hospitals and clinics across the U.S. By repurposing and extending the life cycle of expired medical supplies and equipment, the HUB would cost-effectively support training for nursing schools, medical schools, simulation centers, fire and EMS services, the U.S. Military, and other healthcare training programs nationwide. This project is consistent with EPA’s National Recycling Strategy and its goals for Sustainable Materials Management which aims to reduce the environmental impacts of materials across their lifecycle. Activities: Simulation training centers, colleges, universities, EMS programs, and the U.S. military conduct extensive medical training without the use of live patients. Most of this training occurs in highly realistic simulation environments, which require up-to-date medical supplies and equipment to closely resemble real clinical settings. While most training programs use new supplies, expired supplies (in their original packaging) work perfectly well for training purposes. Currently, there are 728 accredited healthcare simulation training centers in the U.S., with many more worldwide. While some simulation training centers, especially those located in a hospital setting, use expired medical supplies, most healthcare training programs purchase materials at full cost. NOVARE has identified approximately 231 healthcare training programs within EPA Region 8 that could benefit from repurposed medical supplies and equipment. These programs include nursing schools, medical colleges with simulation centers, fire and rescue stations, paramedic training schools, and military facilities. By redirecting expired materials for educational use, NOVARE enhances hands-on training opportunities for future healthcare professionals, first responders, and our military medical personnel. Additionally, NOVARE sees a significant opportunity to collaborate with the 28 tribes in EPA Region 8, who represent communities with unique healthcare training needs. NOVARE aims to support healthcare in these underserved areas by providing expired medical supplies and equipment for training purposes to these rural and urban tribal healthcare clinics. Beyond Region 8, there are thousands of additional facilities across the U.S. that could benefit from these resources. As demand for high-quality simulation and hands-on learning continues to rise, NOVARE’s recycling initiative seeks to meet this need by providing sustainable solutions that both support advanced clinical education and reduce waste. Activities: The activities include developing and testing a pilot-scale novel electrochemical treatment system to stabilize urine waste and separate and recover nutrients such as nitrogen and phosphorous. The solar powered ionization with coaxial electrodes (SPICE) system will be built by coupling a coaxial-electrode copper ionization cell (CECIC) with a solar panel as the power source. Activities: The research team will: (i) design and fabricate the copper ionization cell and the solar panel control unit; (ii) assemble the system components and (iii) test the system with synthetic and surface water samples. The team will design and fabricate a solar power control unit with an integrated sensor network for efficiently powering both the pump and CECIC. The team will test the completed system for prolonged periods of time to ensure the long-term stability and ability to provide safe drinking water. Outcomes: Deliverables will include annual and final reports. Additionally, the project is expected to produce multiple peer-reviewed publications in journals. Outcomes include the fabrication of a functioning SPICE system able to continuously produce drinking water with a safe effluent copper concentration below the EPA standard. The potential environmental outcomes for this project would be that customers are billed appropriately and although it would likely result in higher water bills for these specific customers, they will be able to realize their actual water use and evaluate their systems for inefficiencies or leaks. These results would only be recognized upon actual replacement of the meters. It is anticipated that there will be an increase of at least 5% in consumption or 33,500 gallons per day or 12,227,500 gallons per year, which in turn would result in an increase in revenues of approximately $61,015.23 per year. The recipient will provide technical assistance (e.g., information, training, tools) to businesses to help them develop and adopt source reduction practices (also known as pollution prevention (P2)). P2 means reducing or eliminating pollutants from entering any waste stream or otherwise being released into the environment prior to recycling, treatment, or disposal. P2 practices can help businesses save money by reducing their resource use, expenditures, waste and liability costs, while at the same time reducing their environmental footprint and helping to protect human health and the environment. Specifically, the NYSDEC will partner with the New York State Pollution Prevention Institute to provide training and technical assistance to the chemical manufacturing sector in New York State. The training will focus on increasing the awareness and adoption of green chemistry principles during product design, manufacture, marketing, and distribution. The technical assistance will include a series of in-person green chemistry training sessions, industry-specific green chemistry webinars, and on-site technical assistance projects with individual companies. The proposed project will improve human health and the environment in communities by reducing air, water, and/or land releases of Toxics Release Inventory (TRI) reportable chemicals through the application of green chemistry. Activities: The priorities for P2 technical assistance (information, training, and tools) align with one or more of the program’s national emphasis areas (NEAs). Specifically, the project(s) activities will address the Chemical Manufacturing, Processing, and Formulations NEA. NYSDEC will partner with the NYSP2I to provide technical assistance to the chemical manufacturing sector in New York State. The anticipated deliverables include: • Develop green chemistry training material tailored to chemical manufacturing companies in New York State • Provide four in-person one-day training sessions on green chemistry in different locations throughout New York State. • Provide direct on-site technical assistance to at least two chemical companies in New York State • Create and conduct two industry-specific green chemistry webinars to the Chemical Manufacturing industry in NYS. • Create two case studies and one success story based on on-site technical assistance to two companies. • Create Final report which will measurable results achieved.
