Plant-wide training on injury recording has been given down through the supervisors in most units. The target for completion of training for all employees is the end of March. SHAC will develop plans for changing the safety information displayed at the plant entrances based on this timing. SAFETY ADVISORY COMMITTEE (SAC) -- McCullough Mike reported on the agenda of the items being worked on and in progress by his committee as follows: 1. Tank Protection A meeting has been scheduled for March 24 by Jack Carlisle for representatives of several other MCI plants to meet and discuss problems related to tank protection design. Fuller and Ryan have been requested to check for flammability of vapor space above their floating roof tanks and they are expected to review their results prior to April 1. 2. Communications During Emergencies The Motorola Company submitted a proposal for improving emergency radio communications but those who reviewed the proposal found that it was too ambitious for our needs and a new proposal is being prepared by Motorola. It will be reviewed at the next meeting of SAC. 4. West Gate Traffic The problems related to the traffic at the West Gate will become more severe during the next few weeks as the city construction work on 6th Street is underway. A bulletin board notice was distributed showing the need for extra caution during this period. 5. Smoking Regulations Smoking regulations are still under study and consideration. 6. Common Carrier Wrecks This item concerns problems of material leaving Texas City by common carrier and becoming involved in a wreck while in transit. This is a new item on the agenda and will be carried over to the new committee. 7. Silica Safety This new item concerns the Silica Safety Association asking for some financial assistance to obtain definitive informa tion to supply to OSHA regarding sand-blasting exposures, hazards, and costs. A very tight specification for silica sand-blasting is expected. The Silica Safety Association expects to need assistance in developing information about the impact of tighter restrictions on the coatings industry. 8. Construction Supervision Transportation Ralph Martini submitted a proposal for a new type of vehicle for in-plant transport of CED supervisors. A policy review regarding possible use of this vehicle will be conducted by SAC. SAFETY AND HOUSEKEEPING ACTION COMMITTEE (SHAC) -- Lacy Harold reported on items being developed in the Safety and Housekeeping Action Committee as follows: 1. Plant-wide Relief Valve Program A preliminary proposal has been submitted by Mike Ward to the SHAC committee and they forwarded it to the PMSB at this meeting asking for comments on the proposed method of controlling relief valves by March 30. Railroad Crossing Task Force Recommendation A copy of these recommendations has been forwarded to the Safety Advisory Committee for consideration. In general it involves the following items: a. Safety problems related to the operation of switch engine by the railroad employees. These have been forwarded to the Texas City Railroad and they are expected to take action on them. b. Need to establish railroad safety awareness among Monsanto employees. c. Discontinue the use of stationary flashing lights that might become confused with those indicating the presence of the switch engine in the plant. d. Increase lighting in the area around the railroad crossings to provide greater visibility of the trains when in the plant. e. Provide warning lights at the railroad crossings using standard railroad warning signals. 3. Task Forces Dinner An appreciation dinner will be held for those persons serving on the task forces during the past year. PMSB, SAC, and SHAC will be hosts. These invitations are being sent out today. 4. Office Safety Committee The Office Safety Committee currently serving offered to continue until June 1. They have another program they wish to prepare and this was accepted; however, membership on the committee is expected to be rotated. The SHAC committee will appoint replacements for the existing members prior to April 1. REVIEW OF INCIDENTS 1.
